Chief of Party (COP)

RTI is seeking Chief of Party (COP) candidates for the United States Agency for International Development (USAID)-funded Inform Asia Cooperative Agreement primarily focused on malaria, but the mechanism does include some HIV activities (due for completion in January 2017) and the possibility of other public health issues being included exists. This program is part of US President’s Malaria Initiative (PMI) support to malaria efforts in the Greater Mekong Sub-region. The overarching goal of the program is to provide high quality technical assistance in malaria surveillance and data use to National Malaria Control Programs (NMCP) in Thailand and Lao PDR to support both countries in their quest to achieve malaria elimination.

Specific objectives:                                                                                                                            

strengthening malaria surveillance systems in Thailand and Lao PDR;

supporting national programs to evaluate elimination models and strategies for implementation and scale-up; and

supporting national programs to generate and use strategic information (including anti-malarial drug therapeutic efficacy studies and documentation write-ups). 

Although the program is primarily focused on malaria there are a small number of discrete time limited HIV-related research activities that also require oversight until their completion in early 2017.

The position is based in Bangkok, Thailand; some travel within the region --including to Lao PDR-- will be required.

 

Essential Roles and Responsibilities:

The COP will have technical leadership and management responsibility for the program’s strategic direction, inputs and outputs and all program personnel, including managing consultants providing technical assistance.  An essential role of the COP is high-level technical representation and coordination with USAID, program counterparts, host country contacts, other donors and programs, as necessary. S/he will be responsible for achievement of agreed upon program results and the oversight of program activities, including timely submission of workplans and reports. The COP will have direct financial and project management oversight.

 

Qualifications and experience: 

More than 9 years of experience or equivalent managing and implementing health care programs focused on malaria prevention and control, preferably in South East Asia.

PhD, MBBS/MD (with specialization in infectious diseases, tropical medicine and/or public health); MPH and/or a degree in another health related field combined with relevant experience will be considered.

Broad technical understanding of public health; must have comprehensive technical and programmatic knowledge and experience in malaria epidemiology, surveillance, prevention and control. Research experience and track record in peer reviewed publications is desirable.

Prior experience as a USAID Chief of Party or Deputy Chief of Party is highly desirable.

Demonstrated knowledge of USAID, Presidential Malaria Initiative (PMI) and procedures pertaining to activity design, implementation, monitoring and evaluation.

Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders.

Proven ability to work in a cross-cultural setting, preferably in South East Asia.

Demonstrated professional excellence in health program management including experience in the following: client relationship management, developing program work plans, developing program budgets, managing program implementation, and managing technical assistance teams

Strong strategic planning, staff management, supervision, and budgeting expertise.

High level communication skills and able to fluently speak, read, and write excellent English.
