JOB TITLE: Consultant - Monitoring, Evaluation, Accountability, and Learning (MEAL) Support
TEAM/PROGRAMME: Thailand Programme LOCATION: Based in Bangkok
Type of Contract: Consultant for 8 weeks during May to Jul 2016, with possibility for extension
Background
Save the Children’s approach to monitoring and evaluation seeks to clearly articulate, demonstrate and document the results we achieve to improve children’s lives. Our monitoring and evaluation systems emphasize our accountability to children, partners, donors and stakeholders, and measures results in order to promote integrity in our programmes by ensuring that we perform based on recognized ethical standards. At the same time, the system strives for robust and efficient generation and use of information to guide management and strategic decisions. SC’s Monitoring, Evaluation, Accountability, and Learning (MEAL) team in Thailand works intensively with partners to design M&E systems for each project, promote cross-learning among stakeholders, and take responsibility for oversight of all M&E processes.
The MEAL team seeks additional assistance to support ongoing MEAL activities across several projects over May, June and July 2016.
Objectives and Deliverables
The consultant will deliver on the following objectives:

• Meet with IMPACT team and partners to discuss needs for the database

Conduct EASE Project Baseline • Review project documents
• Draft SOW for the baseline and refine based on feedback
• Conduct the baseline
• Draft baseline report and finalize based on feedback • Final baseline report
MAPS Project MEAL Plan • Review project documents; compare MEAL plan and logical framework noting any inconsistencies
• Develop plan with the project team to ensure proper data collection against the log frame indicators
• Support data collection
• Draft final MEAL report based on indicators • Final project report against indicators
ILIFT Project MEAL Plan • Review project documents
• Draft a comprehensive MEAL plan for the two-year project; and finalize based on feedback
• Develop any data collection tools needed
• Familiarize project staff with the MEAL plan and tools • MEAL Plan and data collection tools
MEAL Support • Other support as needed based on MEAL team objectives • TBD
Management
The consultant will report to MEAL Coordinator.
Time frame
Full time support for 8 weeks during May to Jul 2016.
