Save the Children International is looking for Consultant: Monitoring, Evaluation, Accountability, and Learning (MEAL) Partner to undertake MEAL for the 7% project
JOB TITLE:  Consultant - MEAL Partner to undertake MEAL for the 7% project
1. Background

According to the WHO, Thailand has the 2nd most dangerous roads in the world over 2,600 children die and more than 72,000 are injured on Thailand's roads every year. However, only 7% of children wear helmets when riding motorcycles, even when their parents do. The 7% Project, in partnership with AIP Foundation, was piloted this past year and will continue for an additional three years. Scale-up for the first year of the project will take place in Bangkok, and will be expanded to outlying areas in year two and three according to the project criteria .  Based on these criteria, examples of potential areas for expansion are: Nakhonpathom, Nonthaburi, Samutprakan, Prathumthani for Y2 and Pattani, Chiang Mai, Mae Sot for Y3.

Save the Children will be responsible for overall management and oversight of the 7% Project including monitoring, evaluation, financial management, accountability and learning. We are seeking for a MEAL Partner to review and evaluate the project by means of extracting learning from the activities, seek feedback from beneficiaries and consolidating and analysing raw data and findings from different project partners as follows:
• OBEC & BMA’s Education Department will co-develop a new version of the educational toolkit that integrates project activities into existing school curriculum.
• AIPF will assist Parent and Teachers Associations (PTAs) in monitoring students.
• Sidekick will lead all advocacy/media outreach efforts and organize the project campaign.
• Thinkfluence will provide technical design and monitoring support of project activities.
• ThaiROADS Foundation will assess helmet use among students.
• Thailand Road Safety Network will provide technical and advocacy support.
• MEAL Partner (to be identified) will collect and analyze data to ensure the project is learning from and adapting our programming.

2. Objectives of this consultancy

Objectives: to undertake rigorous Monitoring, Evaluation, Accountability and Learning services for the four components (education, police enforcement, advocacy and campaign, and innovation) of the 7% project (as per the logical framework in Annex I), which includes baseline and endline assessment, analysis of data collected from project stakeholders, regular monitoring visits and drawing learnings annually to improve interventions through consultation with beneficiaries and project stakeholders throughout the project phases.

Key Research questions:
1. Did the programme effectively and efficiently improve helmet use?
1.1. What were the impacts of the project components on the belief and attitude of parent, teachers and students?
1.2. Were there different levels of impact on behaviour change for girls and boys and intervention locations?
2. What specific activities were most successful (i.e. had the biggest impact on behaviour change) and what activities were least successful? Why?
2.1. Challenges faced?
2.2. Relevant, effective, efficient, sustainable, participatory?
3. By end of 2018, will the project have met its goal of saving 2000 children’s lives and prevention 50,000 from injury?  System for determining this must be developed (e.g. through review of annual helmet wearing rates and road crash data.)

Moreover, it shall measure the following:
1. Relevance
• Given the context and situation, is this program useful? Does it match the needs of the beneficiaries?
• Is the program appropriate to the situation in the school?
• Is the program significant and worthwhile?
• Have there been any changes since the program started that suggest the program should be re-designed?
2. Effectiveness
• To what extent have the planned outcomes been achieved?
• Where there any unintended outcomes (either positive or negative)?
3. Efficiency
• Have the program outputs been achieved at reasonable cost?
• Has the project been cost-effective or would other approaches have led to the achieving of the same results at more reasonable costs?
4. Sustainability
• How likely is it that the results of the program will continue after the program has ended?

5. Participatory:
• What extents were beneficiaries/stakeholders (partners, children & their families, teachers, community members, local authorities) involved in the design, planning and implementation of the project?

Research Methodology:
1. Quantitative
2. Qualitative

Research design:
- Baseline assessment (Y1)
o School Survey in sampled schools through the four school groups/phases of the project
o Key informant interviews and/or Focus Group Discussion with students, teachers, parents, school directors, police officer and others as appropriate
o Baseline and ongoing data processing and analysis of helmet observation data collected by Thai Roads (observation schedule to be determined by May 2016)

- Annual reviews (Y1, Y2)
o Feedback and learning from beneficiaries on project activities in all 4 components in each phase (in sampled schools)
o Analysis of data on helmet observation series provided by Thai Road Foundation
o Analysis of data on helmet subsidy and purchase provided by private companies
o Impacts of Behaviour Influence toolkit and activities among Teacher Helmet Ambassadors (THAs) and Student Helmet Ambassador (SHAs)
o Impacts of Police toolkits and trainings from police officers
o Documentation and analysis of challenges and best practices in each phase

- Quarterly Monitoring Visits (Y1-Y3)
o Together with MEAL team, design monitoring visit plans throughout the project phases
o Develop necessary monitoring tools and conduct monitoring visit to monitor and evaluate quality and delivery process of activities
o Draft field monitoring report and submit to the MEAL team
o Organize meetings with relevant project staff and MEAL team after each field visit to discuss and share findings, issues and learnings as well as to review progress

- End-of-Semester Meeting and Presentation (Y1-Y3)
o Organize a meeting with relevant project staff and MEAL team to provide updates on MEAL activities conducted by the end of each school semester
o Brief presentation/discussion on key findings, issues and learnings for project and partner staff to inform better planning of project activities

- Project final evaluation (Y3)
o Collect end-line indicator data and conduct comparative analysis against baseline throughout the project period
o Impacts of campaigns and advocacy initiatives to public’s attitude and behaviour on helmet use
o Impacts of law enforcement component to community members
o Impacts of the school component to teachers, students and parents
o Documentation and analysis of challenges, best practices and lessons learned
o Documentation of key change stories

This is not the exhaustive list and the MEAL partner is encouraged suggest appropriate MEAL activities, methodologies and sampling frame as appropriate, which will need to be approved by Save the Children’s MEAL team.

 Key Deliverables:
1. Monitoring, Evaluation and Learning plan
2. Draft Report and review
3. Baseline and End-line Assessment Reports
4. Powerpoint/Prezzi presentation to Save the Children, and partners, including Q&A session (total time 1 – 1 ½ hours with discussion)
The report should be no more than 25 pages (appendices not included), clearly written, with English and Thai version. The evaluation report should consist of the following:
1. Executive summary not more than 3 pages.
2. Main text, to include index, project background, methodology, commentary and analysis addressing evaluation purpose and outputs 
3. Appendices, to include terms of reference, maps of target areas, bibliography, list of acronym
At the end of the field visit, the consultant will hold a meeting with the 7% project team and other relevant staffs of Save the Children to discuss the preliminary findings of the evaluation exercise. All materials collected in the undertaking of the monitoring, evaluation and learning process should be lodged with the Programme Manager and MEAL Coordinator prior to the termination of the contract.
3.   Management of consultancy
• The consultant will report to MEAL Coordinator
• Technical advice: DRR/Road Safety Manager and Child Safety and DRR Technical Advisor
• Save the Children should approve all plans and documents developed by the consultant
• Consultancy period: May 2016 – April 2019

4. Submissions for the consultancy
The submission must address the terms of reference and include:
• Name and contact details of applicant
• Resume of the lead consultant
• A cover letter outlining the relevant experience and expertise of the consultant/institution and initial ideas on the approach to be taken the achieve the consultancy objectives
• A draft summary proposal of the research scope, design, methods, and field implementation approach (maximum 5 pages)
• A detailed quote in THB
