I.Introduction: |
TBC works with conflict affected communities in SE Burma/Myanmar and 9 refugee camps in Thailand building preparedness for return and reintegration of displaced people. Through local partners and community led processes, TBC supports access to Food, Shelter, Capacity Building for Community Management, and rehabilitation of conflicted and affected communities. Now we are seeking Programme Information Manager to join the team. |

II. Job Purpose: |
This position will administer TBC’s population and programme database and provide technical support for TBC staff in data collection and management. |
|
III.Type of Employment /Location |
1 year contract with staff benefits and possibility of extension/ Bangkok |

V. Job Responsibilities: |
Supports the review and updating of the TBC’s organisational Logical Framework in response to strategic plan updates, new donor requirements and new operational contexts. Supports TBC programme level monitoring and evaluation (M&E) plans for the updated Logical Framework with other programme specialists, and subsequently an organisation level TBC M&E programme plan. Develops a TBC Data Protection Policy and Data Sharing Agreements in coordination with TBC management Ensure that the M&E and data management systems are in accordance with international standards. With the IT engineers, explores the usefulness of new windows applications, web based technologies, PDA technologies and GIS/Mapping to improve M&E data management systems. Provides support to programme and departmental managers, specialists and programme teams the collection, processing, analysis and reporting of results. Assesses needs and coordinates capacity development initiatives for TBC staff in data collection and management. Works with programme specialists and field offices to incorporate TBC M&E capacity building initiatives for stipend staff and camp management staff. Provides technical support and training to Field Office teams to enhance population data collection and processing during the Annual Population Verification. Coordinates with Field Data Officer and collate, check, produce and distribute Monthly Population Update reports, and related updates for TBC Camp Profiles. |

IV.Job Responsibilities (Contd) |
Produces custom demographic datasets and/or data summaries for TBC management, programme specialists, consultants, donor compliance and external organisations requesting TBC population data. Produce up to date populations statistics for donor quarterly and annual reports With other programme specialists, supports the development of sampling frames for TBC’s nutrition surveys, shelter assessments and ad-hoc research. Designs sampling plans and produce custom camp level sample frames and samples for consultants for external TBC surveys, evaluations and reviews. Works with the TBC Myanmar Office and Programme Management Specialist to support monitoring activities of the Myanmar programme. Works with the TBC CTP teams, Programme Management Specialist and CTP IT service providers to develop a new CTP monitoring system. |

VI.Job Requirements: |
Bachelor or Master’s Degree in Business or Public Administration, Statistics, Economics, Political Science or Social Science OR an equivalent combination of education and relevant work experience will be considered in the absence of as Master’s Degree 3-5 years’ experience working in monitoring and evaluation in a humanitarian or development setting Demonstrates facilitation and training experience to transfer monitoring and evaluation skills to colleagues, partners and local organization, preferably in data collection methods, tools and M & E Practical experience in community based research Comprehensive understanding of the Logical Framework Approach (LFA) Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and data-analysis software such as SPSS Willingness to undertake frequent visits outside of duty station Excellent planning and organising skills Strong ability to organise, summarise and analyse information and provide well developed quantitative and quantifiable analytical reports Demonstrates openness to change and ability to manage complexities Proven networking, organizational and communication skills and an effective team player A self-starter with capacity to work under pressure and to meet strict deadlines Experience in handling of web based management systems Fluency in Thai and excellent proficiency in English
