Acting as a Business Unit, the UNOPS Bangkok Hub delivers HR Transactional services on behalf of Global clients. Through this service provision stream, Bangkok Hub enhances the operational capacity of UNOPS to serve partners with large-scale and high volume HR services through need-driven corporate level project services.  In support of, and to best serve client's needs, Bangkok Hub​ has developed and utilizes standardized and unified systems and processes born of extensive experience that ensures the highest quality of services and cost-effectiveness for partners.​​​

Bangkok Hub is looking for a motivated and skilled individual to take up the the role of Finance Assistant. The Finance Assistant supports portfolio/project management through the provision of financial services at the Bangkok Hub by ensuring high quality and responsive service to clients. The incumbent works in close collaboration with Programme, Project and Operations personnel at Regional Offices/Hubs, Project Centres and UNOPS HQ to exchange various information and ensure consistent service delivery. The Finance Assistant promotes a transparent and client-oriented approach consistent with UNOPS rules and regulations. 

Functional Responsibilities
 

Summary of Key Functions:

Implementation of operational strategies and procedures

Accounting and administrative support

Knowledge building and sharing

1. Ensure implementation of operational strategies and procedures, focusing on achievement of the following results:

Full compliance of financial processes and financial records with UNOPS rules, regulations, policies and strategies.


2. Provides accounting and administrative support, focusing on achievement of the following results:

Assistance in proper control of the supporting documents for payments and financial reports; payment execution.    

Processing of financial documentation (vouchers, supporting documents, telephone invoices, etc.) and maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded and posted in oneUNOPS; travel claims, monthly payment orders (MPOs) and other entitlements are duly processed.

Provision of information for reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems.

Follow-up with clients and other United Nations agencies for information relating to payments.

Preparation of routine correspondence, faxes, memoranda and reports in accordance with standard operating procedures.

Extracting, inputting, copying and filing data from various sources.

Maintenance of the proper and complete filing system for financial records and documents.

 

 3. Ensures facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:

Participation in the trainings for the operations/ projects personnel on Finance.

Contributions to knowledge networks and communities of practice. 

Other assignments as assigned by supervisor.

The key results have an impact on the overall execution of the UNOPS financial services.  Accurate data entry and presentation of financial information and a client-oriented approach enhances UNOPS’ capability to effectively and efficiently manage financial resources.

Education/Experience/Language requirements

Education:

Completion of secondary school or equivalent is required. Specialized training in finance desirable.


Experience:

Minimum 4 years of relevant accounting and financial experience at national level is required. A first-level university degree (Bachelor’s or equivalent) in relevant discipline (accounting, finance, business administration) may substitute for some of the required years of experience.

Experience in ERP and/or accounting packages (e.g. ATLAS, oneUNOPS, etc) is required.

Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions), including usage of spreadsheets, is required. 

Experience working in an international organisation desired. Experience working in the United Nations system an asset.

Knowledge of UN financial and administrative rules and regulations an asset. 

Experience in handling of web-based management systems desired.

Languages:

Fluency in written and oral English is required.  

Knowledge of a second UN working language desirable.
