Duty station – Sangklaburi- Ban Don Yang camp

Supervisory Capacity:  RCH-CHE coordinator, Lab technician, refugee staff

 

Department/Country Program Description/Mission (Briefly describe your department’s / country program’s core functions or mission)

ARC maintains and strengthens a healthy and safe environment for refugee women, children, and families.  Services provided include: access to comprehensive, quality primary health care and to gender based violence (GBV) prevention/response services, training, and refugee/community capacity building and integration.  The project focuses on: health and nutritional needs for pregnant women and children under 5; increasing community awareness, treatment and prevention of disease; strengthening GBV prevention; and income generation capacity to meet community and individual needs. 

 

Primary Purpose Of The Position (A brief description of the overall purpose of the job; the rationale for why the job exists and how it contributes to ARC’s mission and strategic plan.)

To reduce—or, where appropriate, maintain current levels of--morbidity and mortality among refugees in recipient-serviced camps in Thailand.  To strengthen the health of the refugees, particularly of women and children.  Strategy is to achieve this by training refugee staff, who provide the actual services and take care of their own community.

 

Major Areas Of Accountability (List the primary duties and responsibilities of the position as simply, yet completely as possible.  Include the average percentage of time spent on the duty/responsibility.  Generally, these are no more than ten (10) major responsibilities.)

Clinical & Lab

1.         Develop, implement, and evaluate clinical care services:

•           Preventive and curative

•           develop and maintain clinics; maintain hygiene and universal precautions in clinics

•           manage patients with diseases endemic in camp, for example, malaria, skin, dehydration, respiratory infection, diarrhea, tuberculosis, filariasis, parasites

•           consult in the Outpatient Dept. (OPD) and Inpatient Dept. (IPD)

•           assist directly in complicated cases

•           refer life-threatening cases to local Thai hospitals

•           monitor referred cases; make certain use of referral is appropriate

•           spot check patient treatment and follow-up; review patient records and registers

•           HIV voluntary counseling and testing; monitor anti-retroviral therapy

2.         Develop, implement, and evaluate laboratory services:

•           tests and procedures to support clinical services

•           coordination with clinical services

3.         Assist to develop, document, implement written protocols and standard operating procedures:

•           clinical and laboratory procedures

•           patient referral

•           outbreak management 35%

Outbreak Management

1.         Prepare for and manage disease outbreaks

2.         Coordinate with other staff in Wat-Sat and CHE to prevent and respond to outbreak, using outbreak protocols

3.         Update and organize the camp-based Surveillance and Rapid Response Team (SRRT) to control outbreaks with better community participation

•           Coordinate with District Public Health Office to organize training for camp-based SRRT members

Coordination

1.         Communicate and establish liaison as necessary with:

•           Thai Public Health (for example, malaria control, TB, communicable disease, etc.)

•           local Thai hospitals and Kwai River Christian Hospital  (for patient referral, tracking, and follow-up)

•           WHO, CDC, UNHCR

•           Karen Refugee Committee (KRC) and section leaders (for example, hygiene, education, appropriate use of medical services)

•           other NGO’s (for example, protocols, CCSDPT, Malaria, HIV, dental, eye, GBV)

2.         Coordinate planning and activities with other ARC staff      15%

Health Information System (HIS), Reporting, Monitoring & Evaluation (M&E)

1.         Develop and implement a health information system; use as feedback to improve services.

2.         Train medics to use HIS to identify needs and to improve services

3.         Collect statistics and complete reports:

•           monthly

•           develop, use, and incorporate logical frameworks into project activities and reporting

3.         Keep minutes for regular meetings with ARC coordinators or major meetings held with other agencies, for example, Thai hospitals, KRC, Thai Public Health

•           transmit copy to ARC field coordinator

4.         Develop and apply M&E for the program areas this position is responsible for: use as a tool to manage and plan programs

Training & Supervision

1.         Train, develop, and evaluate medic camp:

•           conduct initial, in-service, and apprenticeship training

•           supervision, leadership, management, problem solving, coordination, decision making, community development, meeting skills, computer/typing skills

•           use Primary Health Care Management Advancement Program (PHCMAP) modules for staff training wherever appropriate

2.         Train, supervise, and evaluate the RCH-CHE coordinator and Lab technician         20%

Miscellaneous

1.         Maintain an inventory of project supplies; monitor use of medicine and supplies.

2.         Adhere to established safety/security policies and procedures.

3.         Adhere to prevention of sexual abuse and exploitation code of conduct, sexual misconduct policy, and consensual relationships policy.

4.         Other tasks as assigned by the medical coordinator.  10%

 

Technical Skills & Knowledge Required (List the important technical and professional skills and knowledge required to do the job well.  Include years of experience required.)

1.         Medical doctor.

2.         MPH or public health experience.
