JOB SUMMARY/RESPONSIBILITIES:

Provides program management and backstopping support to the Thailand and China Programs under CAP-TB Project, including strategy development, subproject design, general management and program/project implementation, capacity building, monitoring, quality assurance, evaluation and reporting.

        - Provides ongoing programmatic and management support, including day–to-day backstopping, to all project activities under Thailand and China Programs. Supports the design and implementation process of sub awards and capacity building; as well as monitoring and evaluation, and reporting.

        - Coordinates with the implementing agencies in Thailand in the development and review of sub award work plan budgets.

       - Coordinates with the Asia Pacific Regional Office (APRO) Technical Unit and country programs in providing technical assistance to build the skills and capacity of project partners both in Thailand and China as needed in TB/MDR-TB prevention and management as well as in strengthening monitoring and evaluation systems that track and report program progress.

       - Provides support to the development and implementation of capacity development strategies to build requisite skills in program implementation and management as well as in TB/MDR-TB prevention.

        - Coordinates the development, review and submission of donor progress reports of both Thailand and China programs.

        - Ensures the quality of Thailand and China sub awards and ensures their compliance to donor’s and FHI’s regulations.

        - Participates in developing systems for effective program management.

        - Performs other relevant duties as assigned by the CAP-TB Chief of Party/Thailand Country Manager.

 

CONTRIBUTIONS

- Oversees the design and implementation process of all sub awards and other program activities.

- Ensures accurate and timely reports and other relevant documents, e.g., monthly implementing agency implementation and financial reports.

- Contributes to annual strategic planning, work planning and budgeting processes.

- Manages the development of tools and procedures for project implementation, reporting, monitoring, evaluation, capacity assessments, and/or management consistent with cooperative agreement requirements, and manages dissemination of procedures to other staff.

- Coordinates technical assistance visits.

- Provides leadership and team building at the project level.

QUALIFICATIONS:

-Masters in management, public health or social sciences, and five years of experience with NGOs or UN organizations involving program implementation and management.

-Ability to supervise the management of programs and assist in program management

-Extensive and proven experience in program management, monitoring and evaluation and reporting

-Ability to manage and/or support the capacity building of local partner organizations

-Superior written and oral communications skills in English and Thai
