1. Position Details
Position title: Program planning and monitoring officer
Department/office: Southeast Asia Regional Office, Chiang Mai
Duty station: Chiang Mai, Thailand
Contract Duration: 1 year (possible extension subject to satisfactory performance and fund availability)

2. Background Information of IOGT-NTO Movement
The International Institute of the IOGT-NTO Movement (III) is a Swedish Non-Governmental Organization (NGO). The International Institute support development activities in East Africa, Asia and East Europe. The programmes focus on building a strong civil society and networks to decrease alcohol and drug-related problems. We work through local civil society partners and through advocacy and lobbying together with international organizations.
III Regional Offices (RO) located in Chiang Mai Thailand, is working in cooperation with different partners and networks and also government institutions at different levels, both at national and regional level.
3. Main Duties and Responsibilities:
Follow up and monitor progress of regional programme and annual work plan regularly;
Develop the analysis of information from the monitoring to recommend appropriate method/approach, improvement, adjustment and decision-making in order to reach the programme goal;
Ensure appropriate, timely and accurate data for the regional reporting;
Focal point for development of RBM and monitoring system in communication with other offices of the IOGT-NTO Movement;
RBM and monitoring related capacity building need assessments and development plans;
Counterpart to at least one local partner organization
4. Qualification
Minimum of 3 years of experience working on monitoring and evaluation, data research and analysis, or a related field;
Knowledge of and ability to apply Result-Based Management (RBM) in practice;
Proven experience in assisting on research projects, developing protocol and data collection tools, and data collection;
Knowledge of data analysis software preferred, particularly SAS or SPSS;
Experience working in partnerships with a multitude of stakeholders which includes health, human rights, donor and civil society organizations;
Ability to work efficiently under pressure, both with limited or adequate day-to-day support, and a willingness to take on different projects and tasks as need arises;
Excellent English writing and communication skills, knowledge of any Southeast Asian language is an added advantage;
Open to sharing knowledge and experience, and coordinating efforts with stakeholders;
Thai or ASEAN nationalities living in Thailand;
Ability to travel in the SEA region;
