TERMS OF REFERENCE FOR CONSULTANCY
Development of good practices and lessons learned document
1. Background
The Community for All project aims at promoting an inclusive community for persons with disabilities in Thailand, through the implementation of a twin track approach to disability. The action focus both on the need to reinforce the capacities of competent local authorities and service providers (namely in the field of education, health, employment and transportation) to eliminate barriers to inclusion for PWD and on the need to strengthen PWD capacities to demand inclusion and participate in developing inclusive strategies. Specifically the action aims at enabling local authorities and representatives of civil society to promote the participation of PWD in the social and economic life of their communities through the application of the Community Based Inclusive Development (CBID) methodology in 4 different regions and specifically North, Phayao, Province, North-eastern, Sisaket Province, Central, Kanchanaburi Province and South, Nakhon Si Thammarat Province. These provinces have been chosen among those (I) which implement social development activities at SAO level,(II) in which there already exist and work at in Sub-district Administrative level, Disabled People Organizations (III) in which has been assigned and operates the Provincial Social Development and Human Security Officer ( the Ministry of Social Development and Human Security (MSDHS) assigns one senior officer to be the head of Social Development and Human Security Office in each Province. A good practices document will be developed to positively highlight the project achievements, good practices and lessons learned before the project ends (January 2017).
2. Objective
The objective of the consultancy is to develop a good practice document and lessons learned.
3. Scope of Work
The consultant will be contracted to:
3.1 Bring relevant evidence and experience to bear to help ensure strategies under Community for all project, improve demand, timely uptake and retention in disability inclusive are evidence based
3.2 Directly support improved good practice evidence in 4 provinces via communication method such as mail/phone/ skype/ line/ facebook
3.3 Field-based documentation of identified “best practices” to determine key success factors following criteria of good practices
The practice respond to the needs of persons with disability and demonstrate empowerment under CFA project
The action focus both on the need to reinforce the capacities of competent local authorities and service providers (namely in the field of education, health, employment and transportation) to eliminate barriers to inclusion for PWD
The public officials participate in this practice and demonstrate commitment for resources mobilization both budget and human by assigning local responsible staff to cooperate work with CFA project
The community member participate in voluntary basis
The practice can be scaling up and expanding to new targeted project area
Participate a 4 provinces good practices workshop that will set up by CFA project at Bangkok and perimeterto capture success stories, good practices and/or lessons learned for dissemination through website, promotional materials and to media as necessary.
to bring together strategies being currently employed in those provinces, findings from best practice review and key considerations
Document achievements and success stories of project. The publication of good practice document will be supported by using CFA project budget.
4. Expected Deliverables (measurable results)
The Consultant will submit the following as outputs:

Progress report
Final Good practice document
5. Budget and Payment Schedule
Budget available for this consultancy is 3,500 euros (tax inclusive)
20% payment upon signature in contract agreement.
40% on submission and acceptance of Inception Report, including final public good practice strategy with implementation plan and timelines.
20% on submission and acceptance of progress report describing accomplishment of 50% of the activities outlined in the agreed Public good practice Strategy and approved Implementation Plan. Design layouts and other materials already completed must be attached as final products to this report.
20% on submission and acceptance of Final Report compiling good practice achieved based on strategy and work plan.
6. Timeline
The consultancy is expected to begin in June 2015.

8. Skills and Competencies
- The assignment will be carried out by consultant /consultant with the following competencies:
- Demonstrated experience in technical knowledge and operational experience of qualitative research methodologies and best practice case study methodologies
- Experience planning workshops and excellent facilitation skills
- Creative thinking, drive for results and strong commitment. Excellent commitment to time and delivery deadlines and good track record of producing quality deliverables
- Good inter-personal relationship even in diverse work environment and professional background
- Knowledge of inclusive actions
- Knowledge of CBID methodology and needs and rights of PWD.
- Familiarity with policy advocacy work and political sensitivities
- Excellent writing and verbal communications skills (both Thai and English)

TERMS OF REFERENCE FOR CONSULTANCY Awareness Campaign
1. Background
The Community for All project aims at promoting an inclusive community for persons with disabilities in Thailand, through the implementation of a twin track approach to disability. The action focus both on the need to reinforce the capacities of competent local authorities and service providers (namely in the field of education, health, employment and transportation) to eliminate barriers to inclusion for PWD and on the need to strengthen PWD capacities to demand inclusion and participate in developing inclusive strategies. Specifically the action aims at enabling local authorities and representatives of civil society to promote the participation of PWD in the social and economic life of their communities through the application of the Community Based Inclusive Development (CBID) methodology in 4 different regions and specifically North, Phayao, Province, North-eastern, Sisaket Province, Central, Kanchanaburi Province and South, Nakhon Si Thammarat Province. An awareness campaign with effective communication and public awareness campaign strategies will be implemented to showcase the contributions which persons with disabilities can bring to their communities. The Community for All project is seeking to contract a suitably qualified and experienced consultant/firm to undertake awareness campaign associated with the design and implementation of awareness campaign, communication and public awareness strategies related to the community for all project.
2. Objective
The objective of the consultancy is to design awareness campaign and implement communication and public awareness strategies to showcase the contributions which persons with disabilities can bring to their communities and to positively highlight the project achievements, good practices and lessons learned.
The project through this activity will implement an awareness campaign at sub district level. The public will be reached through the development and publication of IEC (Information-education-communication) materials on disability which will include the collaboration with media (traditional and web) and will focus on the contribution PWDs can bring to their communities especially through the application of the concepts of Independent Living.
At sub district level (in target districts) furthermore will be organized special events as part of the CBID plan such as inclusive sport day, local music performance and religious ceremony. The special events to be implemented at sub district level shall be defined in the Disability agenda for each target sub district and after the project completion shall form part of the CBID plan to be implemented by each SAO.
3. Scope of Work
The consultant will be contracted to:
3.1 Design awareness campaign and implement a public awareness campaign strategy with CBID committee to increase awareness on the contributions which persons with disabilities can bring to their communities and the achievements of the project based on the review of existing communications / public awareness tools and assessment of their effectiveness.
3.2 Conceptualize, develop layout, format and design all promotional materials and activities agreed as part of the public awareness strategy to advertise project products to target audience and media, including project folders, banners, billboards, posters, web campaign, photo/drawing essays, campaigns for broadcast, print and social media. CBID committee will find the messages to deliver, and consultant/firm will prepare the material and disseminate it.
3.3 Conceptualize, plan, organize, coordinate and conduct activities planned for the project through an awareness campaign at sub district level. The public will be reached through the development and publication of IEC (Information-education- communication) materials on disability which will include the collaboration with media (traditional and web) and will focus on the contribution PWDs can bring to their communities especially through the application of the concepts of Independent Living. Furthermore, consultant and project team will organize special events as part of the CBID plan such as inclusive sport day, local music performance and religious ceremony.
3.4 Develop an inventory of media and public relations professionals / agencies that can be utilized during project implementation, and facilitate contact with them when necessary. Social media sites (Web) must also be monitored to have better coverage. The printed campaign awareness material will be supported by using CFA project budget.
4. Expected Deliverables
The Consultant/Firm will submit the following as outputs:
4.1 A comprehensive public awareness campaign strategy for the project.
4.2 An audio-visual public service announcement by using the message from CBID committee, Design layout (for printing/production) of project folder, banner, billboard, campaign t-shirt, poster.
4.3 One article (with relevant photos) per target SAOs illustrating “before and after” project implementation in the four target provinces.
4.4 Report on special events as part of the CBID plan such as inclusive sport day, local music performance and religious ceremony (report to include event program, etc).
To complete the outputs mentioned above, the consultant will be required to:
Inception Report outlining the work/activities to be undertaken, including implementation plan and timelines.
Progress Report describing accomplishment of 50% of the activities outlined in the agreed
Public Awareness Campaign Strategy and approved Implementation Plan.
Final Report on Consultancy which should show the methodology used, activities undertaken, successes, challenges, results (planned and unplanned)
• Collaborate with key stakeholders and project staffs in the 4 target provinces to collect information, photo and video footages for the development of promotional materials, case studies and other activities.
5. Budget and Payment Schedule
Budget available for this consultancy is 3,500 euros (tax inclusive)
• 20% payment upon signature in contract agreement.
• 40% on submission and acceptance of Inception Report, including final public awareness campaign strategy with implementation plan and timelines.
• 20% on submission and acceptance of progress report describing accomplishment of 50% of the activities outlined in the agreed Public Awareness Campaign Strategy and approved Implementation Plan. Design layouts and other materials already completed must be attached as final products to this report.
• 20% on submission and acceptance of Final Report compiling activities achieved based on strategy and work plan, successes, challenges, results (planned and unplanned), lessons identified and recommendations on how to address those lessons and for further steps/actions.
6. Timeline

7. Reporting
The awareness campaign consultant will be commissioned by CIAI and APCD. The consultant will report to the Country Representative of CIAI and will hold consultation with CIAI and APCD. For the consultancy and contractual management, the consultant will report to CIAI Country Representative.
8. Skills and Competencies
The assignment will be carried out by consultant /firm with the following competencies:
Demonstrated experience in awareness campaign preferably in relation to persons with disabilities
Knowledge of inclusive actions
Knowledge of CBID methodology and needs and rights of PWD.
