Special Assistant for the Executive Director

Background:

The Asian Forum of Parliamentarians on Population and Development (AFPPD) is a regional non-governmental organisation which serves as a coordinating body of 29 National Committees of Parliamentarians on Population and Development across Asia and the Pacific. As a non-governmental organization based and registered in Bangkok, AFPPD receives most of its financial support from UNFPA, both from regular resources and the Japan Trust Fund, which UNFPA manages.

AFPPD seeks to generate support and cooperation among Asian and Pacific parliamentarians in the areas of population and development and related fields following guidelines provided by the International Conference on Population and Development (ICPD) Programme of Action.   AFPPD is committed to action that motivates, educates, engages and mobilizes parliamentarians on issues of national importance including reproductive health and rights, family planning, STIs/HIV/AIDS, young people, gender equality, migration, ageing and sustainable development.

In 2015, AFFPD developed a new strategy guiding from 2016 to 2019. The overall goal of AFPPD’s work is to ensure that necessary policies are established, acceptably budgeted, and monitored for the full achievement of the ICPD Programme of Action.

The expected outcome of AFPPD’s work is a strengthened parliamentarian platform for conducting policy dialogue and supporting policy formulation, implementation and monitoring the ICPD Programme of Action.  This is achieved through promote on and support of policy discussions and actions at a regional and sub-regional level; offering opportunities for continued networking to sustain policy advocacy at a national and regional level; improving knowledge on population-related issues among parliamentarians and key policy stakeholders; and improving the ability to advocate for the ICPD Programme of Action, including the development of advocacy materials, and enhancement of communication tools.

 

Purpose:

The purpose of this consultancy is to provide substantive support for the programme and communication works of AFPPD.

 

 

Duties and Responsibilities:

Under the supervision of the Executive Director of AFPPD, the Special Assistant for Executive Director will work with the AFPPD team to undertake the following tasks:

 

Programme Development, Implementation and monitoring:

 

Support the formulation and implementation of advocacies and campaigns for parliamentarians and AFPPD national committees;

Liaise with the National Committees, Members of Parliament, Parliament staff, resource persons and other participants to ensure proper logistical arrangements and timely dissemination of information;

Draft substantive inputs for the programmes agenda, concept notes, background documents, speaker notes and annual reports.

Establish and sustain positive relationships with the Parliamentarians and other stakeholders.

Assist in the preparation, conduct and post meeting/conference processes to ensure smooth and efficient execution;

Assist in the planning of programme budget and ensures financial transactions are in full accordance with the terms and conditions of project proposals;

Contribute in the preparation of required budget revisions, progress reports and operational and financial reporting to close project;

Perform other tasks to ensure effective programme implementation as required by the Executive Director.

Communications with Stakeholders:

Coordinates with and  outsourced providers for our Database Management System for Members of Parliaments and the Online Discussion Forum;

Arranges the design and production of the Asian Forum News (bi-monthly newsletter of AFPPD);

Writes news articles for the Asian Forum News (bi-monthly newsletter of AFPPD);

Coordinates in updating and sending our Policy Round Up via electronic mail and uploading to websites and social media;

Coordinates in updating and sending E-news via electronic mailing.

Website and Social Media:

Liaises with any outsourced providers on the development of the website structure, format and overall program;

Coordinates, integrates and manages website content;

Updates and maintains the organisation’s social media accounts (e.g. Facebook, Twitter)

Initiates and maintains new outreach methods, such as Youtube, etc.

Coordinates with the update of our Website Google Mapping.

 

Outputs/Deliverables:

The period of assignment/service will be between August 1, 2016 and June 30, 2017 (1 year). The official weekly working hours of the AFPPD are 9.00 am to 05.30 pm, Monday to Friday, consultant will accrue a leave at a rate of 1.25 working days per month. Consultant agreed to submit the timesheet with clear deliverables of assignments on monthly basis starting from August 1, 2016.

 

Qualification and experience:

The Staff Consultant should have the following qualifications:

 

Education

 

Master’s degree or equivalent in development studies, social, health, political science, or related discipline

Experience

At least three years of experience in logistics organization, research, data collection and analysis, report drafting and ability to write communicative materials.

Proven knowledge of the challenges related to ICPD in the UN APRO regions and direct experience of working with parliamentarians from of ASEAN and East Asian countries.

Familiarity with AFPPD’s policies, manuals and ICPD advocacy materials.

Familiarity with AFPPD’s programming work in general.

Excellent skills in online tools, including social media applications.

Background and experience in working in and/or with a diverse number of ASEAN and East Asian countries will be advantageous.

Language skills:

Excellent writing, editing, and oral communications skills in English.

Location and duration:

The assignment is located at AFPPD Secretariat in office hours, Suite 9C, Phayathai Plaza Building, Phayathai Road, Ratchathewi, Bangkok, 10400 Thailand. Consultant must participate, organize and travel, if any assignments are outside Bangkok.  The period of assignment/service will be between August 1, 2016 and June 30, 2017 (1 year). The contract is extendable upon satisfactory performance and based on the identified need for the second year. 

 

Fees:

The Consultant will be paid a gross monthly consultancy fee USD2500 pro rata payable on the last working day of each month upon successful delivery of a brief monthly activity report and agreed deliverables. The consultancy fee will be paid net of the income tax required by Thai law to be deducted from the consultancy fee.
