Terms of Reference

Post Title:                        Project Assistant - Promoting Renewable Energy in Mae Hong Son Project (MHS-RE)

Type of Appointment:   Service Contract (SC-5)

Organizational Unit:      Inclusive Green Growth and Sustainable Development Unit, UNDP Thailand

Remuneration:               Starting Baht 603,280 per annum

Duration of Contract:   1 year (Renewable subject to good performance and availability of funds)

Duty Station:                  Bangkok, Thailand

 

Background:

Despite the government’s commitment to renewable energy (RE), there have been constraints to the wider and more sustained application of RE technologies in Thailand, the UNDP/GEF-supported Project on Promoting Renewable Energy in Mae Hong Son aims to overcome barriers that currently prevent widespread and sustainable utilization of the RETs for the provision of energy services in rural areas of Thailand.

 

The project works in Mae Hong Son province, which the Ministry of Energy has identified as its target to be the first energy self-sufficient province in Thailand, in conformity with the King’s sufficiency economy concept. The project facilitates an integrated RE planning process at provincial and local levels, in order to translate targets set at national level to local level and into real action. Various new approaches, concept and policies will be developed and applied, e.g. new ownership models for RE systems and loan management to be endorsed by the government and applied elsewhere in Thailand. Furthermore information on existing incentives/policies for RE promotion which are available but sometimes seldom used will be disseminated and promoted. The project will also contribute to the broader Goal of reducing GHG emissions in Thailand. The 4 project components deal with (a) institutional capacity development for planning and implementing RE programmes; (b) access to financing; (c) technical training and education and (d) policies for up-scaling and replication.

 

This project has been implemented since 2011 and will end in December 2017. For the final phase of the project, UNDP Thailand is recruiting a Project Assistant to assist the Project Manager in the day-to-day administrative and financial operations, ensuring efficiency, timeliness and quality results of the Project.

 

Duties and Responsibilities:

Under the overall guidance and direct supervision of the National Project Manager and the Programme Specialist of the Inclusive Green Growth and Sustainable Development Unit, the Project Assistant will be based in Bangkok office to closely support overall administrative and financial aspects of the project, particularly regarding to the following functions:

 

Administrative Management:

Provide administrative  support to the project members, Chief Technical Advisor and other project consultants in the implementation of their tasks for the achievement of project results;

Establish and maintain office files, inventory, control index or other information concerning the project work;

Assist in the overall administrative matters of the project, such as registry and maintenance of project files and records;

Assist necessary logistical arrangements for the prompt and effective implementation of the project activities;

Maintain records on all project personnel and consultants and their respective status in accordance with accepted policies and procedures;

Assist the Project Manager and the Programme Specialist in the preparation of MoUs, LoAs, TORs, RFP, recruitment processes or any other assigned tasks in relation to the project;

Determine needs and manage the procurement and supply of office supplies, equipment, repair and maintenance services;

Ensure that contractual processes follow the stipulated UNDP and/or Government procedures, as applicable;

Assist in maintaining an equipment and inventory including verification and transfer when required.

 

Financial Management:

Prepare requests for advance of funds, petty cash, other payments and follow-up on timely disbursements;

Prepare payments requests for operational expenses, salaries, insurance, etc. against project budgets and work plans;

Monitor budget expenditures and maintain a proper record of approved project budgets and their revisions;

Assist in the preparation of proposals for budget revisions;

Prepare and submit expenditure and project budget status reports;

Assist in the preparation and timely submission of quarterly reports, mid-term progress reports (PIRs), annual and quarterly workplans, and annual project implementation review reports and other monitoring reports as may be required by UNDP;

Assist in proper management of funds consistent with UNDP requirements and budget planning and control;

Assist in arranging for audit for all project account for each financial year.

 

Procurement:

In accordance with the project work plan, arrange for procurement of equipment, supplies and services;

Create and manage e-requisitions in ATLAS;

Ensure that contractual processes follow the stipulated UNDP procedures;

Ensure delivery of equipment, supplies and/or services procured;

Maintain an equipment and inventory including verification and transfer when required.

Remains calm, in control and good humored even under pressure.

 

 

Qualifications:

Education:

Thai National with Secondary Education or equivalent.  University degree in business administration, environment, social science, accounting, finance, management or other related fields would be desirable, but it is not a requirement.

 

Experience:

Minimum 5 years for Secondary School, or 3 years for a Bachelor’s degree holder, of work experiences in administrative work and/or accounting/finance and/or project management;

Good experience in the usage of computers and office software packages (MS Word, Excel, etc.) with advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems;

Demonstrate  ability to administer project budgets, and track financial expenditure;

Demonstrate ability to maintain effective communications with project counterparts and teams;

Previous experience in development assistance or related work for a donor organization, consulting company, or international NGO is an advantage;

Familiarized with UNDP/GEF reporting systems is an asset

 

Language requirement:

Fluency in written and spoken English and Thai
