Save the Children International is looking for a Disaster Risks Reduction Project Coordinator

JOB TITLE:  Disaster Risks Reduction Project Coordinator

TEAM/PROGRAMME: Child Safety and DRR     LOCATION: Thailand’s Deep South Provinces

Type of Contract: 1 year (with possible extension pending funding)

CHILD SAFEGUARDING: (select only one)

Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working  in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check  will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE:

There are two main objectives of this post as follow.

Humanitarian objective:

The DRR Project Coordinator (DRRPC) is the third humanitarian focal point of the country program. The DRRPC will assist Senior Child Safety and DRR Program Coordinator in ensuring effective, timely, and relevant humanitarian responses are delivered in Thailand according to the international humanitarian principles, Save the Children’s Approach to Emergencies, Rules and Principles of Emergency Response, and Emergency Standard Operational Procedures (SOP).

Disaster Risk Reduction objective:

The DRRPC needs to ensure that the DRR program is being implemented effectively to meet the project’s goals, objectives, and expectations as outlined in the project proposal(s) and in accordance with Save the Children policies and procedures: which includes advocacy, planning, implementation, capacity building, and monitoring; with Government partners, local authorities and NGOs. 

SCOPE OF ROLE:

Reports to: Senior Field Coordinator and Senior Child Safety and DRR Programme Coordinator with technical support from DRR Project Coordinator and the Child Safety for Survival Specialist.

KEY AREAS OF ACCOUNTABILITY:

- Ensure timely and quality delivery of [Disaster Risk Reduction (DRR) and Comprehensive School Safety in the Deep South of Thailand (The Alert Little Tun)] project through strong coordination with sub-awarded and contracted partners, local authorities, network agencies, target communities, children's groups and other stakeholders.

- Actively contribute to development and revision of program implementation plan and MEAL plan; and provide support to the sub-awarded partner and government stakeholders to develop and revise their implementation plans

- Provide support to the sub-awarded partner on grant management through ensuring cost-effectiveness of the sub-award, budget revision, timely and quality reporting, active communication and branding, as well as ensuring eligibilities to donor's requirements

- Provide technical support on disaster risks reduction and climate change adaptation to the sub-awarded partner, government stakeholders, and participating children's groups

- Take the lead in the development of project publications and documentation in order to communicate success stories, lessons learned, and advocacy messages

- Take the lead in developing "Safe School curriculum for DiDRR" through inter-agency coordination with various stakeholders

- Work with the Senior Child Safety and DRR Program Coordinator to ensure integration of the DRR, road safety, and other child safety programs in both urban and the three southernmost provinces context

Representation & Advocacy:

- Ensure that Save the Children's work is coordinated with efforts of other agencies and the government, and take a leadership role within inter-agency coordination forums, ensuring the specific needs of children are being addressed.

- In collaboration with team members, feed in learning experiences and evidence to relevant global indicators.

- Pro-actively identify case studies and research opportunities which link with wider organisational strategic objectives

Monitoring, Evaluation, Accountability, and Learning:

- Work with MEAL Coordinator to ensure collection of relevant data to measure the impacts of the project

- Provide support to the sub-awarded partner to monitors outcomes and results of the project through regular field monitoring, quarterly meetings, and maintain regular communications with the partner

- In collaboration with team members, Finance Manager, Grant and Partnership Coordinator, ensure timely and quality narrative and financial reports to donors

General:

- Deliver high quality results in line with the objectives agreed in advance in order to maintains the reputation of Save the Children

- Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.

QUALIFICATIONS 

Essential:

- Thai nationality

- Master degree in social work, social sciences or other relevant field

- Significant project management, grant management, and inter-agency coordination experience

- Experience in working in and understanding the three southernmost provinces context; especially the cultural background of livelihood and education.

- Experience in building relationships, fostering inter-agency coordination and experience of representing and organization to external stakeholders

- A strong understanding of disaster risks reduction, climate change adaptation, and children's rights

- Experience in working in development programs of international non-governmental organizations

- Demonstrable ability to perform at a senior program, policy and strategy development level with strong advocacy and leadership skills

- Good inter personal skills with the ability to communicate and negotiate clearly and effectively at all levels

- Being a team player

- Ability to work both on Advisory and hands on implementation capacity

- Excellent analytical and report writing skills, both in English and in Thai

- Commitment to upholding Save the Children's Child Safeguarding Policy, as well as principles of do no harm and confidentiality

- The capacity and willingness to travel in remote areas

Desirable:

- A good understanding on disaster risk reduction and Disability inclusive Disaster Risk Reduction (DiDRR)

- Experience in implementing development programs in urban settings
