Save the Children International is looking for a Strategic Human Resources Manager
JOB TITLE: Strategic Human Resources Manager
TEAM/PROGRAMME: Human Resources LOCATION: Bangkok, Thailand and/or Vientiane, Laos (based in the Country of Recruitment, with 50% travel to the other Country)
GRADE: 1 Type of Contract: Fixed Term 1 (please tick the relevant box)
CHILD SAFEGUARDING:
Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
ROLE PURPOSE: The Strategic Human Resources Manager is responsible for leading the HR teams to ensure smooth delivery of end-to-end HR functions for Thailand and Laos Country Offices. Specifically, the Strategic Human Resources Manager will lead on identifying the gaps and needs of each country and suggest HR strategy which is suitable to the country needs. This position will oversee all HR process and quality in each country by work closely with Support Services Director/Senior Manager, Country Director, HR Officer and Assistant of each country.
SCOPE OF ROLE:
Reports to: Country Director in Laos and Support Services Senior Manager in Thailand
Staff reporting to this post: HR officer in Laos and HR Officer in Thailand
Budget Responsibilities: oversight of Professional development budget in Laos (ca.USD 40k) None in Thailand
Role Dimensions: Coordination and communication e.g. with external and internal job applicants and field and centre personnel on various HR matters.
KEY AREAS OF ACCOUNTABILITY :
Human Resources strategy, process and system.
- Leading on the development and ensuring implementation of the Country HR Strategy.
- Contributing to and ensuring the Global and regional People Strategy align with Country HR Strategy and are effectively implemented across all areas
- Directing and developing the capability of and providing technical support to the country HR teams (1FTE Laos +1 FTE Thailand)
- Providing HR leadership, advice and solutions to Support Service Director/Senior Manager and Country Director in each country in analysing people issues and challenges across the organisation.
- Defining the strategy on and ensuring effective implementation of staff development, talent management, recruitment, performance management and employee relations
- Working closely with Senior Management Team (SMT) in each country, country leadership and RHRD to attract, recruit and retain the talented people we need
- Leading the development of our shared culture of “One Save the Children” behind our shared Vision, Mission, Values and Theory of change
- Leading in establishing processes and systems for employee engagement and resilience
- Lead in developing, updating and ensuring consistent implementation of competitive compensation and benefits
- Facilitating leadership development of Staff Who Manage People
- Be a valued member of the regional HR Network team in the development and enhancement of HR services in the region
- Embedding a culture of performance management across the country program where staff are held accountable and rewarded for high performance
- Identify gaps and needs then develop, implement, and communicate personnel policies and procedures in accordance with the organisation’s goals, statutory requirements, and SCI's human resources policies
- Ensure that HR policies reflect a workplace free of discrimination and incorporate gender and diversity values of Save the Children
Employee Relations and Development
- Ensure that staff and consultants are aware of and adhere to the Child Safeguarding Policies
- Provide assistance and guidance to senior management staff to identify trends in employee relations issues and work with them to rectify issues; strengthen staff representation mechanisms where relevant
- Work closely with SMT and other management staff to manage and coordinate grievance management and disciplinary proceedings involving any staff member and recommend appropriate action to resolve disputes.
- Advise Country Director/ Support Services Senior Manager on appropriate actions for prevention and response to any legal issue arising out of Save the Children’s work or employment, coordinate actions with legal counsel
- Provide support to Programme plans and assessments for capacity building of partners, including partners' HR planning, skills assessments and HR policies
Legal Compliance on Human Resources and Organisational Set-up
- Guides management on legal compliance issues and keeps management updated on latest changes in law which may affect organizational policies and procedures.
Staff Management, Mentorship, and Development – Human Resources
- Manage HR team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
- Manage the performance of all staff in the Human Resources work area through:
- Effective use of the Performance Management System including the establishment of clear, measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations;
- Coaching, mentoring and other developmental opportunities;
- Recognition and rewards for outstanding performance;
- Documentation of performance that is less than satisfactory, with appropriate performance improvements/ workplans
- Designing systems and processes and tools to train and support managers in the development and coaching of staff to optimise their potential in pursuit of Save the Children’s objectives
- Promoting and helping to creating an environment of continuous learning where staff are encouraged and supported to develop and are held accountable for their commitments
Emergencies
- Initiating and maintaining processes enabling rapid mobilisation (deployment and recruitment) of people in response to significant emergencies arising within the country program (in line with agreed emergency HR policies and procedures) including dramatically change work practices and work with in-coming response teams

QUALIFICATIONS
- Thai or Laotian nationality (local contract)
- 5-7 years of HR generalist experience in managerial capacity
EXPERIENCE AND SKILLS
- Proven experience in advising and working with senior management teams
- Proven experience in HR Strategy design and implementation
- Excellent communications skills
- Proven experience in Senior HR Management in Asia
- Non-profit work experience
- Good command of English language
- Proven ability to work across cultures
- Ability to speak Thai or Lao
- Ability to manage teams remotely
