Context:
Under the overall supervision of the Chief of Mission, the direct supervision of the Resource Management Officer, the incumbent will provide the whole spectrum of assistance and support in the financial function for Global Fund project of the Migrant Health – Global Fund Unit. Specific responsibilities will include:
Core Functions / Responsibilities:
Monitor budget implementation/expenditures with respect to various budgets/cost- sharing on a regular basis; suggest reallocations of resources and implement the reallocations as necessary.
Ensure that budget expenditures are managed in compliance with the IOM rules and regulations.
Ensure proper financial reporting according to the requirements and restrictions indicated by respective donor(s).
Keep record of all Global Fund project expenditures for budget control and financial reporting purposes.
Verify and ensure the correctness of expenditures of the Sub-Sub Recipient (SSR); input accounting records into IOM’s accounting system (SAP-PRISM).
Prepare budget performance submissions and finalization of budget performance reports; analyzing variances between approved budgets and actual expenditures.
Assist in projectization (cost-allocation) of the monthly payroll, adjusting salary expenditures according to budget performance and staff’s terms of reference.
Prepare and customize financial reports from IOM’s accounting system (SAP-PRISM) for submission to concerned agencies and donors, which includes providing technical clarifications and consultations as requested.
Provide technical consultations to concerned agencies and implementing partners including set-up and monitoring of financial systems and checking of supporting documentation.
Costing products/services in accordance with IOM Procurement Guidelines.
Required Qualifications and Experience
Thai national
University degree in Finance/Accounting or with a minimum of 3 years work experience in financial management of accounts
Experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
Good team player with the capacity to work independently
Highly organized, flexible, and service-minded; responsible, honest and has a strong personal commitment
Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; Respect for diversity and creative thinking
Computer/software literate, especially MS Office; experience in using SAP an asset
Good writing, communication and negotiation skills in both English and Thai
Languages
Fluency in English and Thai is required.
