Save the Children International is looking for Senior Manager – Migration & Displacement
JOB TITLE:  Senior Manager – Migration & Displacement
TEAM/PROGRAMME:  Regional   LOCATION:  Based in Bangkok
CONTRACT LENGTH: 12 months

CHILD SAFEGUARDING:
Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people
ROLE PURPOSE:
The senior manager provides overall leadership, management and strategic direction for the regional initiative “Children on the Move in Asia” and is the regional focal point for the global initiative “Migration and Displacement”. He/she is responsible for leading the development and implementation of the regional strategy to achieve positive and lasting changes to fulfil the rights of “Children on the Move”. He/she will also provide programme support, advocate effectively internally and externally and leads on policy and proposal development.

Key internal relationships: Children on the Move Global lead; Child Protection Global Initiative Asia Representative; Global Migration & Displacement Unit; Regional Child Protection/Education/Health Advisors; Country Offices across Asia including Afghanistan, Bangladesh, Indonesia, Myanmar, Nepal, Indonesia and Thailand; Save the Children Members; Other regional offices (Europe, LAC and MEE); Corporate Engagement Centre

 

External Representation: High-profile external facing and regular contact with governmental, non-governmental, regional and international organisations

·         Interpersonal contact regular and varied, involved negotiation, influencing skills, and representation

·         Interpersonal contact regular and varied in both oral and written. Negotiation and representation with senior level representatives including government level decision makers and donors

 

KEY AREAS OF ACCOUNTABILITY:
Programme Support and Strategy Implementation:

• Provide overall leadership, vision, strategic direction and management of the Save the Children’s work on Children on the Move in Asia.

• Implement Children on the Move Asia Regional Strategy focusing on humanitarian and sustainable approaches to child protection, education, health and nutrition in the context of migration.

• Support Country Offices in the area of programme design and service delivery to protect and ensure access to basic services for children on the move, and advise on key decisions related to strategic developments and quality implementation including tool development and application.

• Review regional and global lessons learned on migration programming, identify good practice and develop succinct technical briefing notes.

• Develop programme proposals and actively fundraise for the “Children on the Move” regional initiative

• Regional focal point for the global initiative “Migration and displacement”

Advocacy:

• Support Save the Children’s Country Offices in the implementation of advocacy strategy at country level.

• Lead on the implementation of advocacy strategy at the regional level

• Work closely with advocacy teams at regional and national level to engage, influence and sensitise regional and national actors on key issues involving the protection of children on the move.

• Focal person in Asia for Save the Children’s work on children on the move, including coordination of the advocacy work with Save the Children’s Members.

• Manage the identification and mitigation of potential risks associated with Save the Children’s public positions on the issue of “Children on the Move”

• Develop and nurture relations with key coordination mechanisms and networks working on the issue of children on the move in Asia

• Ensure strategic engagement in debates and forums on migration and child protection hosted by donors and other stakeholders; and developing relationships with key stakeholders including International Organization for Migration (IOM), UN High Commissioner for Refugees (UNHCR), ASEAN, Bali Process, COMMIT and regional working groups

• Engage with and influence key regional stakeholders working on migration and displacements

 

Policy and Proposal Development:

• Produce policy papers, policy position statements and public communication related to “Children on the Move” advocacy issues

• Prepare high-quality briefings, letters and other written material for internal and external use

• Work closely with regional business partner managers and the Corporate Engagement Centre to establish funding for the sector, including development of high quality concept notes and proposals, and engagement with donors’ technical advisors

• Lead in proposal development and actively fundraise for the financing of the regional initiative “Children on the Move”

Research and Analysis:

• Ensure Save the Children accesses and contributes to relevant research, analysis and joint statement relating to children on the move at national, regional and global level

• Identify trends and keep up-to-date with policy developments that affect children on the move in Asia

• Provide high quality legal analysis on regional conventions, government legislations and acts regulating migrant, refugee, undocumented, trafficked and smuggled children

QUALIFICATIONS AND EXPERIENCE

• Master’s degree in relevant field, or BA with equivalent experience

• Extensive and proven experience in migration-related programming and advocacy work in a humanitarian or development programme context

• Strong knowledge and understanding of migration issues and of child protection in Asia

• Demonstrated experience in programme planning, programme development and proposal development

• Experience in successfully establishing and managing collaborative relationships with networks, donors and other stakeholders

• Proven leadership record of advocacy success and ability to develop and implement advocacy strategy

• Experience of creating networks of influence, and an ability to manage diverse professional relationships, thereby securing significant new influencing opportunities for the organisation

• Proven ability to speak and communicate effectively, and to tailor messages to different audiences

• Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

• Experience of successfully operating in an international environment with people from diverse backgrounds and cultures.

• Excellent conceptual, analytical, writing skills with a strong results orientation

• Highly developed interpersonal and communication skills

• Commitment to Save the Children values and Child Safeguarding

• Excellence in written and spoken English

• Experience of, and willingness to travel in countries in the Asia region
