Background
The Mekong Partnership for the Environment (MPE) aims to advance informed multi-stakeholder dialogues in the Lower Mekong countries of Cambodia, Laos, Myanmar, Thailand, and Vietnam on the anticipated social and environmental costs and benefits of regional development projects. MPE presents a unique opportunity to broaden stakeholder engagement to achieve a vision of increased social and environmental soundness of regional development projects in the Lower Mekong Subregion (LMS). Large development projects with significant trans-boundary social, economic, and environmental impacts demand a creative approach that involves meaningful engagement across diverse stakeholders, including governments, banks and the private sector, civil society organizations (CSOs), and communities.
Overview of Consultancy
The Private Sector Advisor will engage with project proponents and companies in the region who are interested in advancing dialogue with civil society for more informed decision making. Some travel in the region may be required.
Specific Tasks and Responsibilities:
- Network and maintain relationships on behalf of MPE with key project proponents and environmental consulting firms active in the Mekong countries.
- Organize roundtables and other events for private sector dialogue on topics related to environmental impact assessment, cost/benefits of public participation or other topics as agreed to with the MPE COP. This could include setting the agenda, determining list of participants, following up with speakers/participants, and/or facilitating the event.
- Identify and coordinate private sector supporters of the regional guidelines on public participation for EIA in order to engage with government and civil society in integrating the guidelines into regional policy and practice
- Work with MPE team to identify leading project proponents to test one or more steps of the regional public participation guidelines on EIA
- Coordinate with MPE to organize a learning session with the RTWG on EIA regarding the lessons from private sector implementing the public participation guidelines
- Participate in RTWG on EIA meetings as required
- Maintain close communication with the MPE COP and advise her on strategic opportunities to engage with the private sector.
Deliverables
- A minimum of four private sector dialogues with civil society partners and/or other stakeholders- approximately 1 every 3 months.
- Meeting notes for each dialogue
- Facilitate the piloting by at least three companies for one or more steps of the regional public participation guidelines.
- Progress/result report for each company engaged with piloting the guidelines
- Agenda and final report of lessons learned forum for private sector and RTWG on piloting of the public participation guidelines.
Qualifications/Core Competencies
- Advanced degree in environmental management, business, economics, international development or related subject
- Written and spoken proficiency in English
- Strong interpersonal skills and effective communication capabilities in a board room and a community meeting space
- Able to work with minimal daily supervision
- Minimum of 4 years work experience with the private sector in the Mekong region
- Experience with corporate social responsibility/sustainability programs and/or social and environmental impact assessment
