Title : Administrative Assistant
Level/Fee : L4/1 level of the local UN salary scale
Organizational Unit : Administration and Finance Unit, UNESCO Bangkok Office
Contractual Status : Service Contract (SC)
Duration : Initial three months probationary appointment; renewal of contract is subject to satisfactory performance and availability of funds
Deadline for Applications : 12 September 2016
Report to work : As soon as possible

Main Duties and Responsibilities:
Under the authority of the Director of UNESCO Asia-Pacific Regional Bureau for Education and the direct supervision of the Chief of the Administration and Finance Unit, the incumbent shall provide a broad range of administrative support services to the UNESCO Bangkok Office and its affiliated project office in Myanmar.

I. Assist the Administrative Officer in the management of funds decentralized to the UNESCO Bangkok Office under the Regular Programme and from extra-budgetary sources including the following:
   a. Provide administrative guidance to programme staff on contracting modalities which includes review of draft purchase requisitions and verification of the utilization of funds.
   b. Assist in the review of requests for meeting obligation and the verification of the utilization funds.
   c. Assist in the monitoring of open commitments and the liquidation of open balances including the settlement of meeting obligations.
   d. Assist in the preparation of simple structured financial reports using the management information system.
   e. Assist in the maintenance of reference and monitoring systems.
   f. Draft routine correspondence and non-substantive reports.

II. Serve as the unit focal point for administrative support to the UNESCO project office in Myanmar:
   a. Provide administrative guidance to programme staff on contracting modalities which includes review of draft purchase requisitions and verification of the utilization of funds.
   b. Assist in the review of requests for meeting obligation and the verification of the utilization of funds;
   c. Assist in the monitoring of open commitments and the liquidation of open balances including the settlement of meeting obligations.
   d. Liaise with the administrative counterpart in the project office on all matters related to office facilities, vehicle pool and overtime of locally recruited staff which includes: draft and initiate purchase requisitions for project office furniture and equipment and maintenance and repairs of office vehicles; monitor timely delivery, settlement and liquidation of related commitments; verify requests for overtime of locally recruited staff and related compensation; verify other payment requests submitted by the project office.
   e. Assist in the preparation of statistical and financial reports using the management information system.
   f. Share relevant knowledge with the administrative staff of the project office in the use of FABS, SharePoint and SISTER.

III. Provide assistance in the annual closure of accounts (IPSAS) including the identification of contingent liabilities and assets under contracts for projects in Myanmar; liaise with the administrative counterpart in the project office to ensure proper carry out of physical inventory checks and verify the annual list of fixed assets for the project office.

IV. Carry out any other activities that may be assigned to ensure the success of the work team.

Qualifications/Requirements:
Education: University degree in public administration, business administration, finance or related area; a vocational degree in combination with qualifying experience may be accepted in lieu of a university degree.
Language: Excellent knowledge of English language and Thai language are required.
Experience: Minimum of 3-5 years of relevant work experience in financial management and administration or related field; work experience in the UN system would be an advantage.
Competencies: Excellent computer skills (SAP, MS Office, Outlook) and organizational skills are indispensable for carrying out the work; excellent communication skills (oral and in writing); ability to meet short deadlines and work under pressure; ability to work in a multi-cultural environment is essential.
