RDMA URBAN ADAPTATION FINANCING ACTIVITY

DAI is seeking candidates for various positions to support the anticipated USAID-funded RDMA Urban Adaptation Financing Activity in Bangkok, which will help increase the capacity of secondary cities in Asia to identify, prioritize, plan and access needed financing to carry out climate adaptation initiatives. It is expected to be a five-year program that will begin in late 2017. The positions will be based in Bangkok, Thailand or other cities within the region.

CHIEF OF PARTY

Position Overview:

DAI is looking for a Chief of Party for the Urban Adaptation Financing. It is expected to be a five-year program beginning in late 2017. The position will be based in Bangkok, with regional travel to other countries in SE and possibly South Asia. 

Responsibilities: 

  • Provide overall strategic, managerial and technical direction for the project to help ensure its success.
  • Coordinate and be ultimately responsible for all data collection, monitoring, report generation, evaluation and related tasks. 
  • Maintain responsibility for the design, quality, development and completion of all assessments, analytical reports and evaluations. 
  • Establish and maintain strong relationships with USAID and local Asian counterparts to ensure effective coordination of project activities with relevant ministries and agencies, civil
  • society and private sector organizations, international donor institutions, various project
  • stakeholders, and other USAID and U.S. government-funded initiatives
  • Contribute to the design and implementation of the M&E system at the activity level and ensuring that all activities are monitored and evaluated.
  • Supervise key personnel and other technical and operations staff. 

Qualifications:

  • Advanced degree in a relevant field; 
  • Minimum of ten years of relevant experience leading and managing complex development programs and diverse teams; 
  • Experience leading/managing donor-funded programs focused on sustainable urban development,  climate change adaptation and/or  urban financing  and institutional capacity building  in developing countries, preferably in Southeast or South Asia; 
  • Significant technical understanding of  the challenges that countries and cities face related to climate vulnerability analysis, and the  prioritizing, planning and financing of actions to strengthen resilience to climate change; 
  • Previous Chief of Party and/or senior management experience required, with USAID experience strongly preferred; 
  • Experience managing regional projects, strengthening regional cooperation and demonstrated ability to work closely with host-country governments; 
  • Proven interpersonal skills and exceptional oral communication skills; 
  • Demonstrated leadership, versatility, and integrity; 
  • Fluency in English, including good writing skills.

Qualifications:

  • Advanced degree in a relevant field; at least 7 years of relevant work experience
  • Experience working on or with donor-funded programs in climate change – strong preference for prior experience work on USAID-funded projects; 
  • Proven ability to develop relationships with different partners, collaborators, and clients to ensure coordinated implementation of project activities and represent DAI
  • Relevant work experience in SE and South Asia  strongly preferred; 
  • Excellent English verbal, written and public speaking skills;
