POSITION TITLE: WASH assistant-Hygiene team leader (Tak province)    

HQ DEPARTMENT or COUNTRY PROGRAM: Thailand

SUPERVISORY CAPACITY: WASH refugee staff  

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION (Briefly describe your department’s/ country program’s core functions or mission)

ARC maintains and strengthens a healthy and safe environment for refugee women, children, and families. Services provided include: access to comprehensive, quality primary health care and to gender based violence (GBV) prevention/response services, training, and refugee/community capacity building and integration. The project focuses on: health and nutritional needs for pregnant women and children under 5; increasing community awareness, treatment and prevention of disease; strengthening GBV prevention; and income generation capacity to meet community and individual needs.  

PRIMARY PURPOSE OF THE POSITION (A brief description of the overall purpose of the job; the rationale for why the job exists and how it contributes to ARC’s mission and strategic plan.)

To reduce—or, where appropriate, maintain current levels of--morbidity and mortality among refugees in recipient-serviced camps in Thailand. To strengthen the health of the refugees, particularly of women and children. Job exists because refugees need basic water and sanitation services that meet Sphere standards. Strategy is to achieve this by training refugee staff, who provide the actual services and take care of their own community.

MAJOR AREAS OF ACCOUNTABILITY (List the primary duties and responsibilities of the position as simply, yet completely as possible. Include the average percentage of time spent on the duty/responsibility. Generally, there are no more than ten (10) major responsibilities.)

PRIMARY DUTIES/RESPONSIBILITIES                                                                                                      % OF TIME

Under Supervision of the WASH Coordinator:

  1. Assist the work of the WASH committees in the needs assessments, and monitoring and evaluation of the WASH in the camps:
  • Design the TOR of the WASH committees, including the MOUs, Agreements, Policies, and other operating procedure for WASH activities
  • WASH assessment/ training for Nu Po (NP), Umpiem Mai (UM) and Mae La (ML) camps
  • Adjust and implement the Primary Health Care Management Advancement Program (PHCMAP) management checklists on water supply, environmental sanitation, and hygiene 35%
  1. Assistance in health screening and vaccinations in ML camp
  2. Organize healthy behaviors promotion activities, and health messaging to community in ML camp.
  3. Assistance in organization of routine immunizations and growth monitor for children < 5 years old. 30%

Organize maintenance of the ARC camp compound buildings:

  • use appropriate technology for design and repair
  • repair and modify as necessary 10%

Coordination & communication:

  1. Assist in coordination of the outbreak surveillance and rapid response team (SRRT), and other agencies on outbreak management and control.
  2. Coordinate community participation in water and waste management; maximize community acceptance of responsibility.
  3. Household and community education:
  • use and maintenance of latrines, waste/wastewater disposal, and water supply
  1. Regular communication and liaison as necessary with:
  • Thai Public Health; Livestock Dept. (for example, hygiene, sanitation, bird flu, outbreaks, animal health, etc.)
  • Camp committee, section leaders, and community groups (for example, sanitation, water, hygiene, education, drainage)
  • other NGO agencies (for example, water, drainage, hygiene, sanitation, agriculture/gardening, disease outbreaks, malaria)
  • Assist to coordinate planning and activities with other ARC staff 10%

Documentation & evaluation

  1. Develop, document, and implement written protocols and standard operating procedures for water and sanitation procedures.
  2. Ensure that Sphere standards are met in service provision, where applicable.
  3. Collect statistics and complete reports in a timely manner
  • Develop, use, and incorporate logical frameworks into project activities and reporting
  1. Assist to maintain an inventory of project supplies 5%

Training & supervision

  1. Initial and in-service training for water and sanitation workers. 5%

Miscellaneous:

  1. Adhere to established safety/security policies and procedures.
  2. Adhere to prevention of sexual abuse and exploitation code of conduct, sexual misconduct policy, and consensual relationships policy.
  3. Drive ARC trucks and camp vehicles.
  4. Other tasks as assigned by the WASH coordinator. 5%

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED (List the important technical and professional skills and knowledge required to do the job well. Include years of experience required.)

  1. Construction or mechanical experience, especially with farm or WASH systems (2 years).
  2. Rural development, logistics, or refugee experience (1 year).
  3. Valid driver’s license (1 year).

KEY BEHAVIORS & ABILITIES (List the key behaviors and abilities that relate to success on the job that are critical to achieving the position’s mission and goals.)

  1. Aptitude to learn basic environmental health and sanitation knowledge.
  2. Ability to train and supervise health workers at a basic level:
  • Supervision or construction supervision experience
  • Rural development experience
  • Logistics experience
  1. Ability to work with low technology health care and public health.
  2. Ability to work in a team: coordination and communication skills.
  3. Ability to work and live in uncomfortable conditions.
  4. Ability to work in ambiguous program conditions.
  5. Ability to create programs and work independently.
