Finance and Administrative Manager
Overview
Abt Associates seeks a Finance and Administrative Manager for the USAID Clean Power Asia activity in
Bangkok, Thailand. The Finance and Administrative Manager be responsible for all financial and
administrative functions of the office, including the management of accounting and financial
transactions of the project, financial reporting, and management of the daily office administration.
Administrative duties include inventory management, domestic travel and human resource issues. S/he
will ensure compliance with local laws, USAID regulations, and Abt Associates’ policies and Standard
Operating Procedures.
S/he will oversee and manage all bookkeeping activities and treasury management, including bank
accounts and cash flow to ensure adequate funds are available for effective project implementation.
S/he will ensure that adequate and appropriate internal controls are in place to meet generally
recognized accounting standards. Additionally, the Finance and Administrative Manager will supervise
the Accounting staff in the Bangkok Office. S/he will report to the Deputy Chief of Party.
Candidates must have experience with accounting and financial and administrative management.
Experience working with a USAID project preferred. Candidates must have demonstrated strong
organizational skills and resourcefulness, as well as completely fluent spoken and written English.
Key responsibilities
• Manage all program operations including administration, logistics, procurement, budgeting,
financial, property and database oversight
• Supervise all financial operations including cash flow management
• Preparation of payroll for local staff
• Ensure that all financial transactions and practices are consistent with policies and regulations of
USAID, Abt Associates, and government regulations
• Verify financial data in the accounting software system and submit to HQ monthly financial
reports
• Monitor project bank accounts and verify proper monthly bank reconciliations
• Verify all invoices and payment requests, ensuring that supporting documents for each
transaction are clear and complete
• Manage the local procurement of goods and services following all relevant USAID and Abt
Associates’ policies and procedures, including the development of specifications and the
requests for quotations or solicitations for bids
• Manage all office administrative and finance filing systems, both hard copy and soft-copy files
• Supervise accounting staff
• Coordinate logistics for workshops, meetings and events conducted in Bangkok
• Perform other duties as designated by the supervisor
• Directs the hiring and activities for project, administrative, and support staff
• Supervises office functions and activities related to procurement, travel, records and filing
systems, and short-term technical assistance mobilization
• Ensure project adherence to local laws, USAID regulations, and project agreement
Skills/Knowledge Required
• Degree in accounting or business administration
• Ten years work experience in financial and/or managerial accounting
• Five years of progressively responsible work experience managing accounting systems for USAID
projects in Thailand preferred
• Demonstrated knowledge of USAID financial and management systems, regulations and
reporting requirements, and evidence of ability to, within those requirements, be creative and
flexible
• Skill in organizing resources and establishing priorities
• Strong oral, written and presentation skills in English
• Ability to gather data, compile information and prepare reports
• Strong computer skills (word processing, graphic programs and excel spread sheets)
• Experience managing regional project operations
• Familiarity with the USAID procurement process strongly desired
• Excellent computer software skills in MS Excel and Word
