Regional Communications Manager

Terms of Reference

 

Position: Regional Communications Manager (Locally Engaged)

Duration: 12 months (with possible extension)

Location: Bangkok - with travel within the ASEAN Region as required.  

Reports to Team Leader

 

The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50m initiative of the Australian aid program that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region.

AAPTIP builds on Australia’s long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.

AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level targeting the exploitation phase. Support will be provided to the ASEAN Secretariat (ASEC), and the direct partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam while linking with other ASEAN Member States.

AAPTIP will strengthen the criminal justice response to trafficking by:

enhancing regional and national investigative, prosecutorial and judicial cooperation on trafficking cases;

  • strengthening legislative frameworks;
  • providing support for victim-witnesses; and
  • expanding the evidence base for policy development, advocacy and decision-making.

Summary of Role

The role of the Regional Communications Manager is to support program implementation through effective and influential communications approaches. This role will also build confidence in and understanding of Australia’s contribution through the Program by external audiences, including justice sector partners, other relevant assistance programs, civil society and NGO peers so that they support it; and by program staff so that they support each other.

 

Outputs

The following outputs are expected to be achieved, but may vary depending on the strategy to be prepared:

  • A plan to guide AAPTIP external communications activities (assistance and input)
  • Program staff can identify communications opportunities and use communications more effectively in their work with partners – including using partner systems
  • Program website communicates the Program’s vision, plans, progress and provides access to key resource materials
  • Appropriate parts of social networks are alive to the Program’s activities and actively support achievement of its goals.
  • Key communication templates & products have been developed, approved and shared
  • Factsheets of individual Program activities have been published and shared
  • Program updates are prepared and shared with relevant audiences.

Key activities

The work can be divided into three broad areas:

  1. Inform target audiences about the Program’s approach, results, and lessons learned. This will include:
  • Drafting and editorial support for specific media and stakeholder communications across multiple platforms
  • Developing and maintaining a monthly calendar of AAPTIP events and activities
  • Developing templates, tools and guidance for preparing key communications products across multiple media platforms
  • Working with other relevant Australian programs to leverage communications opportunities and advance shared goals
  • Monitoring public reputational risks and providing mitigation advice.

 

  1. Advise and assist technical staff on effectively using communications as part of their advocacy and change management strategies. This will include:
  • Providing direct communications support and assistance to activities and events;
  • As appropriate, helping staff and counterparts develop better communications skills (writing, presentations, photography, and use of social media)
  • Developing effective communications networks with established and new media channels
  • Advise and collaborate with staff on implementing better practice to ensure that program knowledge is stored in a safe and easily accessible way, and recommend changes to protocols and systems to enable easy sharing and use of knowledge that is created or collected by the program.

 

  1. Collaborate closely with Program management and other specialists to develop an appropriate communications and knowledge plan, based on:
    1. the Program objectives;
    2. an analysis of stakeholders’ interest for information;
    3. opportunities to communicate with influence; &
    4. the relevance of communications channels (e.g. social media, web, reports) and appropriate media (e.g. written, audio, visual). 

      4. Ensure DFAT rules on style guides, branding and publicity are followed. 

      5. Promote gender equity in communication messages for the program.

      6. Other duties as directed.

 

Selection criteria

Essential skills and experience:

  1. Tertiary qualifications in Communications or a related field.
  2. Demonstrated creativity in communications across multiple platforms, including audio-visual and new media
  3. Experience preparing and implementing a communications plan
  4. Experience developing relationships with key media to secure and grow media coverage through print, internet and social media
  5. Excellent presentation, writing and editing skills in English and a facility for telling stories
  6. Demonstrated high-level teamwork abilities and time management skills
  7. Understanding and appreciation of the justice system and an ability to quickly develop an understanding of the effects of trafficking in persons

Position details

Reports to:            The Communications Manager reports to the Team Leader and will submit monthly progress reports and a six month Workplan updated every two months.

Duration:               12 months

Commencement:    December 2016

Location:                Bangkok, Thailand, with travel to the ASEAN Region.        

Remuneration:       This position will be remunerated depending on the years and level of experience and local market rates.
