Position: Program Manager
Core Purpose
- Implements complex/advanced programmes or projects, including budget, programme design and development, project monitoring and evaluation
- Manages a multi-disciplinary field project and programme staff
- Leads and guides multiple projects of significant scope and size
Pre-Requisites
Education, Knowledge & Professional Experience
- University degree in social sciences, international development or related field
- Minimum 5 years experience in development and programme management
- Experienced in monitoring and evaluation
- Sound financial and administrative management skills in the non-governmental organisation (NGO) context
- Various Government/funders/donors knowledge and/or experience
- Social inclusion project management experience or knowledge
- Knowledge of Disability Inclusion Development
- Experience leading/managing teams
Languages
- Thai/English (professional proficiency)

- Advanced MS Office, particularly Excel
- Knowledge in MS Navision and MS Sharepoint solutions

Overall Mission
The Programme Manager is to ensure strong project design, proposal development, project implementation, management and monitoring & evaluation. This role will build the capacity of programme team and partners' project staff. Additionally, Programme Manager will oversee technical / thematic and cross-thematic support to programmes, monitoring & evaluation (M&E), accountability and learning and resource mobilisation.
Main Activities
Design, plan and lead the current project portfolio in strategic programme areas and extension of the current portfolio in ensuring alignment with regional/country strategy
- Contribute to the development and articulation of strategic approaches, partnerships, project/programme management/staffing plans, M&E, budgets, annual plans, in compliance with CBM and donors requirements.
- Prepare/review/finalise new projects/programme proposals and sustainability of results in line with CBM and donors requirements,
- Ensure reporting (all types) of partners and colleagues following the required administrative and financial guidelines,
- Lead the development of monitoring and evaluation strategy, system, and project-specific M&E plans that meet CBM and donor requirements,
- Lead the development and implementation of a knowledge sharing system,
- Elaborate and implement exit strategies for projects/programmes.
Partnership-building and experiences and knowledge pooling
- Negotiate with international and local non-governmental organisations to establish partnerships for existing and future programme development opportunities,
- Diversify Partnership by identifying new partners to enhance disability inclusion work,
- Partnership strategy nurturing,
- Support in Partnership formalisation and implementation,
- Recommend partnership and project termination
Diagnostic information gathering
- Provide analysis of the geopolitical, humanitarian, social, economic, cultural and human rights situation within the country/region, relevant to CBM’s disability inclusion focus,
- Identify the related disability key stakeholders, topics and opportunities for new project ideas,
- Search for and share good practices in disability and inclusion fields
Programme Team supervision
- Team management and coaching includes and is not limited to: job description updates, KPO, working plans and follow up, delegation and motivation, appraisal, capacity building, support in project cycle management (identification and formulation, planning, monitoring, reporting, partnership),
