The USAID-funded Connecting the Mekong through Education and Training (USAID COMET) project will help universities and vocational centers to increase the number of skilled workers in Science, Technology, Engineering, and Mathematics, Accounting and Tourism (STEM+AT) fields in the Lower Mekong countries: Cambodia, Laos, Myanmar, Thailand, and Vietnam.  USAID COMET seeks to bridge the gap between the private sector, universities and vocational centers in order to ensure the supply of skilled workers meets the demands from local businesses.  The project will rely on mobile technology, online learning, and traditional in-person workshops to promote regional networking in ASEAN and to help people from rural and marginalized areas access educational services.

Over the course of the five-year project, vocational centers and universities will be strengthened so that they can help future leaders develop the skills needed to catalyze job growth in high demand industries in the sub-region. This project will ultimately empower the Lower Mekong countries with a workforce that can bridge the development gap within ASEAN and take advantage of the benefits under the ASEAN Economic Community. 

The Monitoring and Evaluation (M&E) Manager will implement a results-oriented, accurate and reliable monitoring and evaluation system. This includes working closely with the home office M&E Specialist and other personnel to design and carry out research, continuous performance monitoring and impact evaluation. To this end, s/he will also be responsible for regular data collection in the field, and the timely and accurate reporting of results for the common, custom and performance indicators, including working with the Information and Communications Technology Manager to ensure that the data is continually updated and refreshed on the project websites and portal. S/he will provide intensive support, and ensure the quality of the deliverables from the M&E project team.

Title:  Monitoring and Evaluation Manager

Summary:  EDC seeks a Monitoring and Evaluation Manager to implement and manage an M&E data collection and management system for the USAID COMET project. This position reports to the Chief of Party. This position is located in Bangkok, Thailand.

Essential functions include but are not limited to:

• Lead the implementation of the project’s M&E plan in accordance with the project’s M&E plan and with the EDC M&E Toolkit;
• Design monitoring and evaluation tools and forms and data collection procedures;
• Initiate and manage relevant research projects on labor, education, technology and workforce development with university and college professors within the USAID COMET Network
• Manage monitoring and evaluation data collection activities;
• Manage data processing, including data transfer, entry, verification and cleaning;
• Ensure forms are filed according to compliance protocols;
• Manage internal communication on M&E progress and results;
• Manage M&E staff or consultants;
• Train data collection staff and other M&E staff as needed;
• Conduct data quality assurance checks;
• Coordinate M&E database maintenance and management;
• Conduct qualitative and quantitative data analyses;
• Generate data reports in compliance with USAID procedures and agreements in the award;
• Participate in preparation of evaluation reports;
• Assist with preparation of internal and external evaluations and audits, as may be necessary;
• Assist as necessary with external communications as it pertains to the M&E data;
• Collaborate with home office M&E experts;
• Other functions as needed.

Qualifications and Requirements:

• Master’s Degree in Social Sciences and at least 7 to 8 years of experience in the field of monitoring and evaluation;
• Competence in qualitative and quantitative study design and implementation;
• Extensive experience with monitoring program implementation using qualitative and quantitative approaches as demonstrated by examples of previous work;
• Experience using data analysis packages such as SPSS, SAS, Stata or R and database management systems, preferably Access and Excel;
• Experience in developing and coordinating data collection, processing and analysis systems;
• Experience in conducting evaluations is preferred;
• Ability to balance work within a team environment while also working independently;
• Ability to prioritize and manage activities with minimum supervision;
• Strong organizational, communication, computer, and interpersonal skills;
• Good technical writing skills;
• Ability to work effectively with diverse stakeholders.

This is a local hire position and is open to Thai citizens and non-citizens with valid work authorization. A competitive benefits package and salary will be provided in local currency. This is a full-time position for 12 months with the possibility of extension based on availability of funding.
