Background/IRC Summary:

 The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Promoting Sustainable Protection Measures for Vulnerable Displaced People Across the Thailand-Myanmar Border project promotes the rule of law and access to justice for Burmese Displaced People in Thailand. Established in July in 2016 in coordination with, and building on the Legal Assistance Center and the Project for Local Empowerment (PLE), this protection project will serve displaced people both in the camps and along the Thai-Myanmar Borders, and focuses on maintaining and expanding sustainable and equal access to justice as well as  strengthening cross border protection coordination to ensure safety of the most vulnerable displaced people through different activities.

Job Overview/Summary:

Community and Durable Solution Manager will design and provide information on preparation for return and durable solution to the refugees communities along the Thai-Myanmar Borders  particularly on potential areas of return in collaboration with Thai authorities, Myanmar authorities, and/or other CBO’s and NGO’s. The Community and Durable Solution Manager will provide technical support and conduct training on Alternative Dispute Resolution, the principles of laws, the principle of Thai national laws, policies and regulations, including networking and disseminating information on the Thai and international justice system, information on displaced people legal and human rights issues and human rights mechanisms, and other issues affecting the rights of displaced people.

The Community and Durable Solution Manager will also provide coaching, mentoring and technical support to  team members, community-based assistants (CBAs) , and IRC partners in the conduct of activities. The Community and Durable Solution Manager will take the lead in promoting  general awareness and outreach activities, raise public awareness and organize mass media campaigns (e.g. radio, posters printing) in targeted areas. The Community and Durable Solution Manager also performs a wider liaison role between project and partners as well as project beneficiaries. 

Major Responsibilities:

-Design and provide information related to the Rule of Law, legal framework and protection in relation to preparation for return and durable solutions to refugees and the communities along the Thai-Myanmar Border, particularly in potential areas of return in Myanmar.

-Conduct TOT trainings, monitoring and providing technical support to local NGOs, CBOs, CSOs and CBAs to disseminate information related to preparation for return and durable solution to beneficiaries.

-Support and conduct trainings on Alternative Dispute Resolution, the Principle of law, the Principle of Thai national laws, policies and regulations, the international justice system, legal and human rights issues and human rights mechanisms, and other issues affecting the group of project beneficiaries along Thai-Myanmar border.

-Evaluate and identify areas of success and improvement to assist other program staff to develop and improve training modules and materials for better impact and benefits to audiences.

-Establish linkages and maintain liaise regularly with community leaders both in and outside the camps as well as maintain contacts with relevant partners.

-Provide technical oversight and support to the Community Durable Solution Senior Officer and staff under his/her supervision, including conduct regular monitoring visits to other project sites

-Collect information/data relating to all activities, including data necessary for project monitoring and project indicators as well as record successes and challenges.

-Prepare monthly activity plans and reports with other managers to ensure close integration of project activities.

-Represent IRC officially at assigned meetings or conferences.

-Perform other assignments including attending meetings and other tasks as required.

Position directly supervises:              Community Durable Solution Officer in MHS

Indirect Reporting:                   Program Coordinator, Deputy Coordinator for Community and Governmen Liaison

Other Internal and/or external contacts:

Internal: Deputy Director for Programs, Program Unit, PLE Protection Program, Women’s Empowerment and Protection (WPE) Program, Field Coordinators, Operations Department, Finance Department, and Logistics Department.

External: UN agencies, Civil Society , RTGs, CBOs, NGOs and other relevant partners

POSITION REQUIREMENTS

Candidate selection will be based on the criteria described below. Differentiate between requirements and desired levels.

Education:University degree or post-ten education desirable    

Work Experience and/or Demonstrated Abilities   

  • At least 5 years direct experience on Legal and Human right training for displaced people or diversity of ethnic groups  
  • At least 3 years experience on management and design training for the displaced people or diversity of ethnic groups  
  • Demonstrated working experience with rule of law ,laws and/or judicial system desirable

           Previous training experience and/or experience in law desirable.

Skills

-Excellent communication and training skills

-Ability to handle multi-task and sensitive issues

-Effective personnel management skills

-Ability to deal with traumatized people in an effective and compassionate way

-Computer literate  

Language(s.) :Fluent Karen and Burmese essential; English highly desirable; Thai an advantage         

Other :

  • Knowledge of displaced person both in and outside camp situations
  • Awareness of political effect to quality of life

Able to travel regularly along and cross Thai –Myanmar borders
