Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Promoting Sustainable Protection Measures for Vulnerable Displaced People across the Thailand-Myanmar Border project promotes the rule of law and access to justice for Burmese Displaced People in Thailand. Established in July in 2016 in coordination with, and building on the Legal Assistance Center and the Project for Local Empowerment (PLE), this protection project will serve displaced people both in the camps and along the Thai-Myanmar Borders, and focuses on maintaining and expanding sustainable and equal access to justice as well as strengthening cross border protection coordination to ensure safety of the most vulnerable displaced people through different activities.
Job Overview /Summary:
The Deputy Coordinator for Protection Mainstreaming supervises and provides technical support to the Community and Durable Solution Manager and the Community Durable Solution Senior Officer to ensure that comprehensive designing of activities to support protection mainstreaming and information sharing focusing on refugee return and durable solutions to displaced people. The Deputy Coordinator for Protection Mainstreaming will also supervise program officers in IRC offices in both Mae Sot (MST) and in Mae Hong Son (MHS) provinces to ensure inclusive and effective, high quality program support to all displaced people beneficiaries, as well as in the provision of coordination to all sector and Program Unit to ensure effectiveness and high quality of project proposal, report and evaluation.
In addition, The Deputy Coordinator for Program Mainstreaming will working closely with The Deputy for Community and Government Liaison and PLE protection to develop and improve the project of Community Legal Volunteer in coordination closely with Chiang Mai University and relevant stakeholders including community beneficiaries, CBOs, NGOs, Thai authorities, Thai civil society organizations and other related organizations in promotion of sustainability on access to justice for displaced people along Thai-Myanmar Borders.
Major Responsibilities: Under the Supervision of the Program Coordinator, the Deputy Coordinator for Protection Mainstreaming provides technical oversight and ensure coordination and collaboration of the project protection activities in all sites as well as monitor the project budget, pipelines and overall spending. Internal: Deputy Director for Programs, Program Unit, PLE Protection Program, WPE Program, Field Coordinators, Finance Departments, and Operations Department.
External: UN agencies, Civil Society, RTGs, CBOs, NGOs and other relevant partners
Position Requirements:
Education
- University degree in Law or related areas
Work Experience and/or Demonstrated Abilities
- At least 5 years of experiences and demonstrated management skills in a multi-cultural, multi-disciplinary setting
- Demonstrated supervision skills
- Knowledge of Thai laws and Thai Judicial system
- Knowledge of human rights law
- Knowledge of budget preparation and oversight
Skills
- Excellent communication skills
- Ability to handle multi-tasks and sensitive issues
- Ability to travel
- Computer literate
Language(s)
- Thai and English language proficiency (written and oral) is essential
Other
- Knowledge of displaced person both in and outside camp situations
- Awareness of political effect to quality of life
- Able to travel regularly within Thailand, along and across the Thai–Myanmar borders
