Purpose of the Position
Under supervision of Deputy Representative and close coordination with PM&E Specialist, the Programme Budget Assistant (Harmonized Approach to Cash Transfers - HACT) provides support on technical, operational and administrative service throughout the programme cycle. This will be done through the application of theoretical and technical skills in the preparation, monitoring and control of the budget, involving several different sources of funds and several programmes, as well as the programme effectiveness activities, collecting, analyzing and presenting technical information to facilitate the integration of HACT plans in all programming activities. This is to ensure the application of HACT and budget related organizational rules, regulations and procedures in the Country Office and support the monitoring of the management key performance indicators. The Programme Budget Assistant (HACT) also coordinates the Programme Effectiveness Support group composed of the programme assistants and acts as the first interface with the Common Service Unit under the supervision of the regional office.

 

Major Responsibilities


1. Support to the preparation and monitoring of the Budget:
- Retrieves information on costs of programme elements, such as staff and related costs, from automated files and compiles them in standardized and customized reports.
- Provides information on allotment accounts and availability of funds; issues revised sub allotment; advises and updates allotment lists.
- Support in verifying for each source of funding computer listings of expenditure by programme area and allotment code, and compiles information in computerized summarized reports to identify areas of over or under-expenditure;
- Monitor monthly expenditure reports, to ensure that charges are properly allocated and allotments are not exceeded. Asks programme to clarify over expenditure.
- Prepares journal vouchers, when necessary, to correct inaccurate entries, to transfer funds between accounts, and to liquidate obligations no longer required.
- Compiles staff cost listings and average costing for transmittal to Headquarters.
- Retrieves information on costs of programme elements, such as staff related cost from automated files and compiles them in standardized and customized reports; also provides information on allotment accounts and availability of funds; issues revised sub-allotment, advises and updates allotments lists.

2. Support to the monitoring of the management key performance indicators
- Support in preparing a monthly monitoring management report for the Country Management Team monitoring all the key performance indicators as per the annual management plan, including collecting data from Operations.
- Monitor on a weekly basis dashboard and alert Deputy Representative and concerned staff on immediate actions to follow;
- Support the preparation of office response to quarterly monitoring report from the regional office.
- Compile data and support in preparing mid year and annual status of the management key performance indicators to be discussed in the mid year review, the annual review and included in the annual report.

3. Support to planning, implementation and monitoring of HACT activities
- Serve as reference person on HACT implementation in the office
- Prepare the annual HACT assurance plan and adjust it whenever necessary;
- Monitor the HACT assurance plan for reporting to the CMT on a monthly basis as part of the monitoring of the management KPIs.
- Actively assist with the preparation and regular updating of CO micro assessment and assurance plans.
- Together with qualified/experienced CO colleagues, undertake spot checks of implementing partners to gain knowledge and experience.
- Provide technical and administrative support to external service providers in the execution of HACT activities to ensure timely and efficient delivery of results.
- Assist with maintenance of records of relevant HACT related documentation, including CO decisions related to HACT.

4. Support in Review and use of HACT reports
- Assist with recording and update of risk ratings of implementing partners in VISION through regular review of the Vendor Master and provision of information to relevant colleagues in the CO.
- Share with implementing partners and CO staff HACT related reports, especially reports of assurance activities, to ensure adequate awareness and follow-up of identified issues.
- Participate in the review of micro assessment reports of implementing partners to identify common weaknesses in financial and procurement management and propose capacity development actions that can be supported by UNICEF.

5. Assist in Networking and inter-agency partnership relates to HACT
- In coordination with HACT focal points in Regional Office and Country Offices, support in information sharing, and/or operational support to implementing partners, UN system partners and other stakeholders in the CO on the implementation of HACT to reinforce UN/CO harmonization and coordination; this includes sharing experience and best practice also enhance coordination of activities among UN agencies in line with the UNICEF HACT Procedure.

6. Knowledge management Support
- Identify, capture, synthesize and share lessons learned from HACT and its implementation for integration into broader knowledge development planning and management efforts. Ensure that this contributes to the knowledge of staff across the office in supports programming and advocacy activities.
- As HACT focal point, providing support to ensure staff has knowledge and skills to fulfill their responsibilities related to HACT through global and local training.

7. Coordinate the Programme Effectiveness Support Group
- Coordinate the internal Programme Effectiveness Support group composed of all the programme assistants to ensure a proper sharing of the transaction functions with a sound back up, as well as any other administrative tasks which can be shared in the hub.
- Report back to the CMT on activities from the group and any concern requiring CMT decision.

8. Assist in coordinating and liaising with the Common Service Unit and IT
- Assist in coordination and liaison with the Operations (CSU) and IT services.
- Act as office’s focal point in coordinate/oversee assignment of Vision role and InSight

9. Performs other duties as required.

 

Qualifications of Successful Candidate
- Completion of Secondary School with university level courses in Business Administration, Financial Management, Auditing, Accounting other relevant field is required. University degree, preferred.
- At least 6 year of relevant professional work experience in office management, finance, accounting or any other relevant function in budget, financial planning and management.
- Fluency in Thai and English is required. Knowledge of another official UN language is an asset.
