Background:  

 

Plan is an international, child-focused development organization that strives for a just world that advances children’s rights and equality for girls. Plan works to a) empower children, young people and communities to make vital changes that tackle the root causes of discrimination against girls, exclusion and vulnerability, b) drive change in practice and policy at all levels and, c) support the safe and successful progression of children from birth to adulthood.

 

Plan Thailand is developing a new Country Strategy which will cover the period of July 1, 2017 to June 30, 2022.  It will provide long term strategic direction including the types of programs we will implement, where we will work, how we will work, and who we will work with.  An essential part of the Country Strategy development will be the situation analysis which will:

 

  1. Cover key aspects of social, political, economic and legal environment that have a major influence on children’s rights and equality for girls including identifying relevant laws, policies, budget allocations, social practice and organizations that have a major influence over these.
  2. Major gaps in children’s rights and equality for girls which are significant, an analysis of their root causes and drivers, and an overview of how they affect specific groups of vulnerable and excluded children.

 

Purpose:  The main objective of the Situation Analysis is to provide a reliable overview of children's rights with a particular focus on equality for girls in Thailand that will inform and guide the development of Plan Thailand’s Country Strategy. The Situation Analysis will be key for Plan in deciding what programs to undertake and where.  Plan Thailand has decided to hire the services of consultant (or team of consultants) to develop and conduct the Situation Analysis.

 

Qualifications, Skills & Experience:  Advanced degree in social sciences and/or related field • Previous professional experience in the area of child rights, child protection, preferably experience with preparation of a Situation Analysis • Previous professional experience and strong knowledge in the area of gender equality • Very good research capacity in the areas of social sciences, legislation and rights based development • Ability to synthesize large amounts of information combining quantitative and qualitative data • Excellent knowledge on and understanding of the roles and functions of civil society in various fields • Knowledge of Thailand context and good cooperation with and experience in working with the Government and International organizations are desirable • Excellent written English
