I. PURPOSE
The purpose of this Term of Reference (TOR) is to identify an interested professional consultant to facilitate the training on Effective Writing and develop the Curriculum of capacity building on effective writing for Raks Thai Foundation and its Sub-Recipients (SRs).
II. BACKGROUND
Raks Thai Foundation (RTF), a member of CARE International, has been working in Thailand since 1979 in the area of emergency relief, community natural resources management, micro enterprise promotion, education, health and HIV/AIDS prevention and care for affected families.
Under the new funding model (NFM), STAR project, funded by the Global Fund, Raks Thai Foundation as Principal Recipient (PR) targets several key affected populations. Interventions focus on reducing new infection of HIV and TB by sustaining intensive behavior change programs through RRTTR strategy, appropriate use of prophylaxis and the strategic use of anti-retro-viral drugs among the key populations particularly, Men who have sex with men (MSM), Transgender (TG), People who injects drugs (PWID), Sex Workers (SW), Male Sex Worker (MSW) and other vulnerable populations (migrants and prisoners).
About Effective Writing Training
Written is an essential communication skill for staff of Civil Society Organization (CSO), especially those who are working in the field of health- HIV and TB. They communicate to different audiences from donor to general populations to most at risk, and to patients with a different forms of documents. The purpose and content written material usually depends on the audience target. Officially, practice of writing skills for the staff are often appears in the form of reports and technical documents. Apart from these official documents, most of the staff are expected to describe stories related to challenge, success, and lesson-learned of social initiatives and impacts through human stories. With effective writing both in reporting and creative story writing, CSOs’ staff will be able to deliver information and communicate their massages with the target audiences effectively.
CSO’s staff possess good implementation skills but effective writing still requires improvement. Many of them lack of skills and techniques to produce interesting documents as cited a major challenge by CSO staff. Raks Thai Foundation as a Principal-Recipient (PR) of STAR project is planning to arrange the training for Effective Writing to key responsible staff of Raks Thai Foundation and CSOs partners. The training aims to improve writing skills for effective communication that has a logical flow of ideas and cohesive based on the local insights and findings in the field.
To organize the effective training activities specific on writing, Raks Thai Foundation is looking for a consultant to “Facilitate Training Activities and Develop curriculum of writing for CSO”. The selected consultant(s) will work closely with Rak Thai team to ensure effective and efficient training results.
III. OBJECTIVES OF THE TOR
The objective of this TOR is to build the capacity of writing skills for key responsible persons from RTF and selected CSOs partner to produce effective communicating documents, in particular, a report and case story.

Within the scope of work, the consultant is responsible for undertaking the following steps:

Duration
The period expected for this consultancy is from 1 January 2017 to 30 April 2017, to be divided as follows:
-1 – 31 January 2017: develop a capacity building curriculum and prepare for training materials
-1 February 2017 – 31 March 2017: conduct all training activities
-Submission of expected deliverables related to trainings by 20 April 2017
-27 April 2017: discuss with Raks Thai team
Duty station
Actions should take place in Bangkok, and at Raks Thai Foundation Bangkok Office based on agreement plan. The consultant(s) should be possible to attend several meetings with Raks Thai team.
VII. DELIVERABLES AND PAYMENT
Expected deliverables
The final deliverables submitted to RTF include the following documents:
Payment
The payment will be done in three instalments:
The 1st payment with 30% of total amount and will be paid after completion the training curriculum.
The 2nd payment with 30% of total amount after all trainings are completed.
The 3rd payment with the remaining 40% of total amount will be paid after submission of the following documents: 1) a capacity building curriculum on effective writing, 2) training materials, presentations and related tools to be used in the training, 3) a full final report, including detailed activities, processes and recommendations for improvements. The deliverable products will be satisfied by Raks Thai Foundation before the instalments have paid.
VIII. CONSULTANT FEES
The fees for this consultancy should be proposed by the consultant and discussed with Raks Thai Foundation. The amount should include all costs and expenses for the actions, out of pocket, and service Taxes/VATs.
IX. RIGHTS AND PROPERTIES
Raks Thai Foundation has rights and property for all products under this term of reference. Any product dissemination needs to get permission in written from an authorized person of Raks Thai Foundation.

Qualifications
Competencies:
Experience: A minimum of 7 years professional experience, which includes at least 5 years in related fields.
