Further, MI is expanding its traditional portfolio to position itself as a GMS-based knowledge-center of excellence with increased institutional capacity for policy research and other services related to economic integration and development disparities.

Knowledge Management (KM) Officer, Communications and Knowledge Management Department
We are seeking a Communications Officer for Communication and Knowledge Management (CKM) Department under the general direction of Director of CKM. The position is based at Mekong Institute, located on Khon Kaen University campus, Northeast Thailand. Khon Kaen, a growing city, is the commerce and political center of Northeastern Thailand and an important gateway to other GMS countries.
Main deliverables, responsibilities and tasks
Key deliverables
- High quality communication and publication documents that are accurate, interesting and informative, and follow MI’s branding and graphic guidelines
- Communication resources for all major MI events
- Quality control of branding and creativity in communication outputs
- Strong networks with media and external partners to support maintaining MI’s external profile
Main responsibilities and tasks
- Write, proof-read and edit press releases, web releases, newsletters, speeches, corporate reports, and other documents for public relations
- Provide input in the development of project/program proposals, documents and other business development materials based on the inputs from different MI departments
- Oversee, edit and respond to web promotional sites: MI website, fan page, Mekong Forum sub-site, fan page and blog
- Contribute to the layout design of major publications, documents, and materials
- Manage the creative conceptualization of promotional materials such as brochures, booklets, and exhibit materials
- Assist in implementing MI’s branding and marketing strategic plans
- Establish and maintain media relations and contacts and regularly disseminate press releases to local and national media outlets to promote MI visibility
- Help to organize MI’s major events such as the Steering and Council meetings, and Mekong Forums
- Represent MI in external settings as required
- Any other reasonable task requested by management.
Required qualifications, skills and experience
Essential
- Bachelor degree in communications, marketing or other relevant field
- Strong writing skills, and ability to adapt message content to multiple audiences
- Proven ability in use of high level English language skills in written form
- Proven knowledge in graphic design techniques and software applications
- Strong presentation skills
- Proven ability to work in a team and to coordinate with others
- Proficient user of all Microsoft Office applications
- Willingness to live and work in Khon Kaen
- Willingness to travel within the GMS if required
Desirable
- Experience in communications, writing, journalism, marketing materials production, graphic design, behavior change communication
- Knowledge of GMS and development issues
- Skills in any of the GMS country languages

- High quality of MI’s knowledge product and services, efficiency and effectiveness, and in line with MI’s strategic plan
- Quality control of MI’s website and e-learning portal communicating effectively
- Strong networks with MI staff as well as external partners to support promotion of MI’s knowledge services
Main deliverables, responsibilities and tasks
- Provide guidance and advice on knowledge management best practices, standards, policies and procedures to significantly improve the quality and impact of MI’s knowledge products and services as well as to enhance the efficiency and effectiveness in line with MI’s Strategic Plan;
- To ensure documentation and learning from the website and e-learning portal is shared and communicated effectively;
- Turn MI’s E-Library into the most relevant source material available for preparing a research paper, case study, thematic publication, keynote address or any other similar requests;
- Develop databases and online web portals for information and knowledge dissemination and exchange;
- Provide capacity building activities and technical assistance to strengthen and empower users to generate, collect, use and share knowledge;
- Graphic Design skills to improve and edit art-work, photos, charts and other graphic elements;
- Liaise with other Departments in the promotion of knowledge services;
- Perform other duties as assigned.
Required qualifications, skills and experience
- Experience with Knowledge Management, workflow tools, knowledge representation, information architecture methodologies along with assessing the usability and effectiveness of deployed knowledge is required.
- Master degree in Information management, Communications or other related fields.
- Good in English writing.
- Strong user-centered design and research practices
- Ability to articulate and document business requirements and design concepts
- Experience managing software and information life-cycle
- Strong cross functional and cross organizational integration skills
- Proven project management, process management, and operations management skills
- Willing to live and work in Khon Kaen of Thailand
Desirable
