Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Job Overview/Summary:
The IRC’s Women’s Protection and Empowerment (WPE) program is committed to supporting and strengthening community-based efforts to respond to, and prevent, violence against women and girls through comprehensive and holistic programming. Under the direct supervision of the Women’s Protection and Empowerment Manager (Mae Sot), the WPE Program Officer will primarily provide administrative and programmatic support to IRC’s WPE program ranging from assisting with training and organizing workshops to performing administrative and office support activities and providing translation and interpretation services as necessary in order to ensure that all administrative issues related to the project are clarified and completed to avoid confusion and interruption during execution of project. The WPE Program Officer will also assist the WPE Program Manager on program monitoring and reporting and assist in strengthening relationships and creating partnerships with community leaders and organizations, and will be flexible to new ideas and eager to engage in opportunities for professional development.
Major Responsibilities:
- Assist in making necessary arrangements for program activities and provide support to the WPE team in program implementation.
- Assist the WPE Manager on town case management as necessary.
- Prepare/organize logistic arrangements for meetings, presentations, seminars and trainings being organized and call the attention of the Supervisor to them where and when they are needed.
- Performs administrative and office support activities including, but not limited to fielding telephone calls, receiving and directing visitors, preparing travel requests and travel claims, word processing, creating spreadsheets and presentations.
- Resolves administrative problems by coordinating preparation of reports, analyzing data, and identifying solutions.
- Provide accurate interpretation during counseling, workshops, forums and training sessions for beneficiaries, and provide accurate translation of related documents which will be used for training and workshop or for distribution to communities and related agencies.
- Assist the WPE team in establishing linkages and maintaining close cooperation with community leaders, local government authorities, community-based organizations (CBO) and non-governmental organizations (NGO) and clients, and contributes to team effort in town case management by accomplishing related results as needed.
- Collect and compile monthly GBV report data; submit monthly report to WPE Manager and work together with the WPE Manager and other project staff to prepare monthly activity plans and reports.
- Respond promptly to project and stakeholder needs, solicit feedback to improve service, respond to requests for service and assistance.
- Provide support to gender initiatives and activities introduced by IRC Thailand and Headquarters as necessary.
- Perform other tasks and assignments as needed.
Job Requirements:
- High school diploma or Post-10 certificate required, coupled with a strong interest in refugee and related issues
- At least two years of experience in GBV and protection work; experience in GBV case management highly desirable
- At least two years of experience in performing administrative duties and experience in translating documents and interpreting between Burmese, Thai and Karen and/or English
- Experience in promoting strong partnerships with community based organizations highly desirable
- Excellent interpersonal and communication skills
- Ability to prioritize and manage multiple tasks
- Must be flexible and willing to learn and develop
- Able to work independently while being a strong team player
- Familiarity with delivery of humanitarian assistance for camp refugee groups
- Strong written and spoken Burmese, Karen, and Thai is essential; English language proficiency is an advantage
- Able to travel regularly along and across the Thai–Myanmar borders and able to travel to refugee camps and other project areas on a regular basis
Working Environment: The position is a NATIONAL post will be based in the IRC office in Mae Sot, with travel to the refugee camps and the Thailand-Myanmar border area as required.
