Job Summary / Responsibilities:

The incumbent of this position is responsible for developing APRO and country offices modifications budget and developing budget for proposal development.

 

Reviews/Develops budget modification for APRO and assists country offices in reviewing budget modification by working in coordination with Country Office Finance staff, and Country Directors and HQ/Operation Finance Team and CMS.

  • Demonstrates advance knowledge of review and submission of budget revisions and are familiar with the budget systems.
  • Analyzes spending patterns and identifies potential areas of concerns,
  • Provides technical guidance to staff relative to budgetary guidelines
  • Provides assistance to others by trouble shootings comprehensive technical problems
  • Leads the budget modification function and coordinates with functional managers to ensure budgetary needs are met to complete the needs of programs/projects, while ensuring compliance with organization and donor policies and procedures.
  • Develops a budget modification template and meet the needs of organization and donor requirement.

Reviews/Develops cost proposal budget for new funding opportunities for APRO and assists all country offices in preparing or reviewing proposal budgets for new funding opportunities by working in coordination with APRO/BDD, COs and HQ/Cost and Pricing.
 

  • Reviews Requests for Proposals (RFPs) and Requests for Applications (RFAs), proposal budget, budget narratives and communicates with appropriate staff regarding the proposals. Reviews all documents for accuracy.
  • Diplomatically communicated orally and in writing with other employees, managers and external customers.
  • Works closely related staff in the deployment of compliant business proposals.
  • Provides profit analysis for budgetary estimates and formally priced project plans in accordance with existing contractual guidance and procedures for contract changes proposal.
  • Demonstrates a solid understanding of federal pricing and cost analysis theory, concepts and principles. Able to broadly apply these concepts.
  • Familiar with the best practices, terminology, and practiced used in both public and private sector contracting.
  • Possess excellent analytical skills and know how to use the system to generate reports.
  • Participate with the proposal teams for new business opportunity.
  • Demonstrates advance understanding of federal pricing and costs analysis theory, concepts and principles, and be able to independently apply these concepts.
  • Performs complex, independent rate studies and trend analyses.
  • Develops and updates financial information related to budget development and budget monitoring based on FHI 360 policies, funders’ policy and requirements. 
  • Coordinates with APRO program management staff in the preparation of Regional Program budget and reviews country offices budgets to ensure that budgets are in conformance with FHI 360policies. 
  • Provides orientation to both APRO and Country Offices staff to understand the fundamental and process of budget modification and cost proposal budget as needed. 
  • Coordinates with HQ to resolve issues related to the budget management. 
  • Provides technical assistance to the country office Finance staff or Country Directors within the region in the areas of modification and cost proposal budgeting. 
  • Initiates correspondence to verify data, answers queries and obtains additional financial information as required. 
  • Provides the brief information about the associated costs and condition of cost proposal budget to support country offices project team and APRO team once the proposal is awarded. 
  • Backstops in reviewing proposal budgets for new funding opportunities and also assists in reviewing budget modifications. 
  • Performs other duties as assigned by Associate Director, Finance and/or Enterprise Services Director.

 

CONTRIBUTION:

  • Reviews and/or Develops Modification budgets for APRO and country offices.
  • Reviews and/or Develops cost proposal budgets for new funding opportunities.
  • Develops financial information related to budget development and budget monitoring.
  • Provides budget orientation to APRO and country offices staff.
  • Provides technical assistant on budget development and management to APRO and country offices staff.
  • Analyzes complex financial information related to budget development and budget medication.
  • Perform complex, sensitive, and controversial budget analysis

 

SUPERVISORY AND BUDGET RESPONSIBILITY: None

 

 

Qualifications:

 

KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:

 

  • Comprehensive knowledge and experience with the accounting principles, practices, financial systems and grant accounting.
  • Flexible approach to work hours and the ability to work under pressure with minimum supervision.
  • Ability to handle multiple tasks and demanding schedules to deliver high quality results on time.
  • Ability to prepare complex pricing proposals in response to requests for proposals (RFPs) from government agencies.
  • Ability to work in, and contribute, to team building environment.
  • Ability to travel internationally.
  • Ability to understand, interpret, apply and make sound, independent judgments within established regulations and procedures.
  • Advanced proficiency in computer software in particular Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand help devices.
  • Good command of spoken and written English.

 

 

TYPE AND NATURE OF CONTACTS:

 

  • HQ/Program Finance Budget Analyst, HQ/C&P, country offices and APRO/BDD regarding to budget
  • Partnership regarding the contractual during develop the proposal.
  • CMS/APRO and HQ regarding the modification budget.

 

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

 

Ability to travel (domestically and internationally) as needed less than 10%, including weekend.

 

MINIMUM REQUIREMENTS:

 

  • 5-8 Years of directly applicable experienced in and familiarity with US Government contracts, federal acquisition, regulations and implications of contract terms and conditions.
  • Technical approach and validating of the estimating rationale.
  • Bachelor’s degree in Accounting, Business Administration or Finance, and at least seven years of combined accounting / budgeting management experience, or Master degree and at least six years of experience; MBA or CPA preferred.
  • Experience must reflect knowledge, skills, and abilities listed above.
  • Experience with international NGO preferred.
