Call for Expression of Interest for Consultancy on ‘Sub-recipients Assessment for Global Fund Regional Grant on Sustainable HIV Financing in Transition (SHIFT)’
The Australian Federation of AIDS Organisations (AFAO) is the national federation for the community response to HIV in Australia. It provides leadership, coordination and support to the country’s policy, advocacy and health promotion on HIV. AFAO’s International Program is based in Bangkok and contributes to the development of effective policy and programmatic responses, particularly in Asia Pacific. It has supported community-based responses to HIV across the region for over two decades.
AFAO is the Principal Recipient of the regional Global Fund program focusing on HIV financing, specifically domestic financing, for Key Populations and communities and transition among Middle-income Countries from international donor funding. The program works in four countries in South East Asia including Indonesia, Malaysia, Philippines and Thailand. The objectives of the program are:
AFAO seeks the technical support of a Finance and Global Fund systems expert for the Sub-recipients (SRs) assessment of country SRs. The consultant will be contracted for a maximum of 8 days from 10 March to 30 March 2017. Please see the related TOR for more details on the assignment. Background
AFAO is the national federation for the community response to HIV in Australia. It provides leadership, coordination and support to the country’s policy, advocacy and health promotion on HIV. AFAO’s International Program is based in Bangkok and contributes to the development of effective policy and programmatic responses, particularly in Asia Pacific. It has supported community-based responses to HIV across the region for over two decades.
The regional program is in collaboration with APCASO and APCOM as sub-recipients. APCASO is a regional civil society network of community-based organisations (CBOs) and non-governmental organisations (NGOs) working on HIV, health and social justice, with a focus on advocacy and community capacity development in Asia Pacific. APCASO supports and promotes the role of CBOs and NGOs – particularly those representing communities most affected (‘key populations’ - namely people living with HIV, sex workers, people who use drugs, men who have sex with men, transgender people, migrant workers and mobile populations, including young people and women within these communities) – in advancing a rights-based social development and health agenda.
APCOM is a coalition of members bringing together representatives from communities, government, development partners and technical experts from Asia and the Pacific. It represents a diverse range of interests working together to improve male sexual health through increased investment, coverage and quality of sexual health services for our communities. APCOM’s strategies are: 1. Advocacy for sexual health services for our communities; 2: Advocacy for an enabling environment for sexual health and supportive policies; 3.Gathering, generating, and sharing strategic information; 4. Building a cadre of advocates at all levels.

Purpose of Consultancy
The purpose of this consultancy is to conduct two country sub-recipient assessments for AFAO, and provide technical support/oversight to the team in the in-country assessment, with main focus on financial systems.

Essential · Higher university degree in financial management or accounting · 10 years’ experience in budgeting, financial planning and financial management in the HIV sector · Experience of working with Global Fund financial templates, requirements and procedures, particularly for regional programs. · Be able to work as a team member with diverse stakeholders · Strong writing and communication skills. · Experience working with community based organisations and key populations.
Desirable · Experience in Asia, particularly in any of the 4 focus countries of the regional program (Indonesia, Malaysia, Philippines, Thailand). · Knowledge or experience of issues around health and HIV financing, domestic budget allocation processes and decision making, and government – CSO funding mechanisms. |
