Position title:                Project Manager - IKI Sustainable Consumption and Production (SCP), WWF Thailand

Directly reports to:        Conservation Programme Manager, WWF Thailand

Supervises:                    IKI project staff (3-5 people)

Technically supervises:  N/A

Validity:                         April 1, 2017 – March 31, 2018 with extensions depending on performance

Location:                        Bangkok, WWF Thailand

 

Background

Thailand is located within a global production and regional consumption hub for market commodities. The country is the largest producer of rubber in the world, as well as one of the top international producers of palm oil and sugarcane. Thailand is also a major regional buyer and producer of forestry products. The production of these key agricultural commodities has contributed to economic growth in Thailand, which has provided significant economic benefits and reduced poverty. But like many countries, Thailand is facing serious environmental challenges due to this rapid economic growth, including mangrove deforestation, reduced forest cover leading to increased GHG emissions, water and air pollution and loss of biodiversity. Thailand is vulnerable to the impacts of climate change and therefore supports international efforts to lower carbon emissions to mitigate climate change. Thailand has submitted an Intended Nationally Determined Contribution (INDC) to support the United Nations Framework Convention on Climate Change (UNFCCC). Thailand also submitted Nationally Appropriate Mitigation Actions (NAMAs).

 

Developing sustainable low-carbon production and consumption practices for key agricultural and forestry commodities in Thailand is the principle goal of this project and will have major environmental benefits nationally, regionally and globally. Objectives for this project include:

 

  1. National governments will get support for the development of Nationally Appropriate Mitigation Actions (NAMAs) or related mitigation strategies for reducing carbon emissions in the forestry and agricultural sectors
  1. Business partners will be encouraged to implement new or strengthen existing sustainable business practices.
  2. Consumers will be informed on sustainably produced goods and the benefits of sustainable consumption.
  3. International programmes like the 10 Year Framework of Programmes on Sustainable Consumption and Production (10YFP-SCP) will be the basis for the development of SCP activities in Thailand.
  4. This project is also being implemented in Indonesia and the Philippines, so there will be regional impacts and opportunities to share lessons learned with WWF colleagues in those two countries.

 

 

Major Function

The Project Manager is responsible for the planning, management and implementation of the project and ensures the compliance with the Project Document and WWF’s contractual obligations. This includes responsibilities for technical, financial and administrative aspects of the Project. He/she will oversee the development of management systems, operational procedures and capacity building for key project staff.

 

 

Major Responsibilities

  • Manage IKI project team members of 3-5 people
  • Closely manage and monitor IKI project budget to ensure the budget is spent in accordance to the plan
  • Responsible in ensuring project report requirements are met and on timely manner
  • Work in parallel with Sustainable Market Department in advocating/lobbying/influencing the private sector to meet sustainable production policy
  • Coordinate with Communication Department and relevant WWF projects in raising public awareness in sustainable market.
  • Manage the relationship with key relevant government offices in influencing them for policy reformation/change for sustainable policy and reduction of carbon emission
  • Work with Marketing team and Communications team to engage consumers and consumer organizations in the effort to implement SCP practices in Thailand
  • In collaboration with the Communications Manager / Officer, develop press release/conference on results of project
  • Represent WWF Thailand/IKI project in meetings, workshops, conferences, and symposium to present project activities and achievements
  • Coordinate with WWF-Indonesia, WWF-Philippines, and WWF-Germany to exchange information about SCP best practices
  • Responsible in managing M&E as per WWF’s and project requirement
  • Ensure the project implementation meets with donor’s requirements

 

This TOR covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to organizational needs.

  Maintain productive working relationships with government, private sector, and public sector stakeholders

 

 

Requirements

 

  1. Education and Qualification

 

  • Master’s degree or Ph.D. in natural resource management, forestry, agriculture or other relevant fields
  • Strong experiences in managing complex project

 

  1. Knowledge
  • Thorough understanding of SCP principles and practices, especially the UN 10 Year Framework of Programmes on Sustainable Consumption and Production (10YFP-SCP)
  • Knowledge of supply chain mapping for agricultural and forestry products such as timber, pulp and paper, sugar, palm oil, rubber, and corn is helpful
  • Knowledge of climate change mitigation strategies and the United Nations Framework Convention on Climate Change (UNFCCC)
  • Knowledge of the United Nations Sustainable Development Goals (SDGs), especially Goal 12 on Responsible Consumption and Production and the government agencies responsible for implementing SCP in Thailand
  • Knowledge of certification schemes such as the Forest Stewardship Council (FSC) or Bonsucro is helpful

 

  1. Experience
  • At least three years experiences in managing programs funded by a diversity of sources, including governments, aid agencies, and private sector donors with annual budgets of 1-2 million USD
  • At least two years working to promote SCP or other sustainability projects, preferably in SE Asia
  • Experience working in multi-cultural environment
  • Experience working with key regional and international institutions, e.g., UNDP, GIZ, USAID is an advantage
