Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces

Job Overview/Summary: IRC provides primary health care and environmental health services in several refugee camps in Thailand. IRC and community-based partner organizations provide preventive and curative health care services in the camps, including primary health care, reproductive health, neonatal care and health education. As a critical component of disease prevention the IRC ensures access to safe water improved sanitation and hygiene promotion Environmental health (EH) activities include maintenance of water supply infrastructure and chlorination systems, support to the maintenance of household sanitation including latrine desludging and replacement, solid waste disposal services, drainage works, vector control, hygiene promotion, provision of WASH services in health facilities to ensure quality of care.

Under the overall guidance of the Health Coordinator, and under the direct supervision of the Environmental Health (EH) Manager, the Environmental Health Assistant is responsible for support the program and camp base staff by providing vehicle transportation and miscellaneous support in the Tak refugee camps.

Major Responsibilities:

  1. Take safety precautions and operate vehicle in a safe manner
  2. Keep vehicle clean, safe, and in good working order.
  3. Follow IRC policies regarding vehicle usage, safety, and security.
  4. Use vehicles for IRC business, not personal use:
  5. Do pre- and post-check when using vehicle
  • safety
  • supplies, emergency kit, first aid kit
  • operating condition
  • cleanliness
  • security
  1. Make sure vehicle is secure:
  • take precautions to lock vehicle
  • park vehicles in secure location when driver is off
  1. Keep vehicle mileage and maintenance logs when operating a vehicle.
  2. Assist IRC staff in administrative or program duties as needed.
  3. Assist IRC staff in communicating with agencies, offices, staff, shops, camp personnel, etc.
  4. Assist IRC staff in arranging program logistics.
  1. Ensure to set up the STU activity using IRC’s tools (in particular):
  • Recruit and train the workforce and daily workers;
  • Allocate the on-site workforce according to instructions given by the WASH assistant, Sanitation team leader
  • Carry out work according to technical guidelines;
  • Take the responsibility of the STU call centre and on the money received by the STU business (desludging activity, selling fertiliser, etc.);
  • Respect deadlines established with the Civil Work Team Leader;
  1. Support for planning of desludging activities and follow up
  • Establish safety measures for each activity and ensure that these rules are respected by the workforce under his/her supervision;
  • Participate in evaluating the relevance of the activities carried out, Control the impacts of our activities on the environment and propose solutions to reduce / mitigate them;
  • Anticipate any issue which could interfere with the work of the STU team and / or the mission projects;
  1. Pass upward to the EH Manager any information on the security situation or on any event that could impact IRC activities and / or could impact the safety of the teams;
  2. Maintain a local operational communication network and good relations with field authorities (Camp Committee, MOI, etc.) and local CBO / organizations / INGO, etc.,

Assist Environmental Health Manager and Environmental Health Officer to perform other assignments as requested.

Job Requirements:

Education:                                                                 

- At least certificate of Primary school (M.3)

Work Experience:                                                   

- Minimum 2 year working experience in NGOs

- At least 3 years’ experience in driving with official driving license.

- Experience in Sanitation work

Demonstrated Skills and Competencies:      

- Valid truck driver license for at least one year. 

- Good driving record.

- Ability to drive 4-wheel-drive vehicles safely on mountainous roads.

- Safe driving habits.

Language Skills:                                                      

- Fluent read, written and spoken Thai

- English, Karen, Burmese is an advantage

Other Skills:                                                              

- Strong coordination with staff during providing the support

- Good decision making

- Team Payer

Working Environment:  The position will be based in the IRC office in Mae Sot, with extensive travel to the temporary shelters.
