Background/IRC Summary: 

Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

IRC provides primary health care and environmental health services in several refugee camps in Thailand. IRC provides preventive and curative health care services in the camps, including primary health care, reproductive health, neonatal care and health education. Clinical services include out-patient department (OPD) and in-patient department (IPD) care; laboratories supporting IPD/OPD and reproductive health clinics; pharmacy services for essential drugs; community health education, and mental health care. Environmental health services aim to create a healthy living environment for refugees living in the camps through the provision of quality water and sanitation facilities, leading efforts to improve access to chlorinated water, sanitation, and hygiene in the camps.

Under the direct supervision of the Clinical Manager, the RCH Midwife is responsible for providing continuous and holistic care for women during pregnancy, delivery and puerperium (post-partum phase); managing the drug consumption / order for maternity ward of the in-patient clinic; establishing and maintaining hygiene standards to include proper care of camp-based medical equipment; training camp-based midwives and nurses on nursing care and midwifery through coaching and on-going guidance; assisting with referrals for patients experiencing protracted labor and or complications during labor; and assessing and reporting on gaps in capacity and needs of camp-based midwives.

Major Responsibilities:

Ante Natal Clinic (ANC)

  • Provide technical support and closely coach camp-based midwives during ANC consultation.
  • Examine pregnant women according to the ANC-IRC protocol together with camp-based midwives or medics; cooperate with nursing and home visitor staff and assist in distribution of supplementary food as necessary.
  • In cases involving complications or problems, consult with medical officers.
  • Under the guidance of the IRC medical doctor / clinical manager, visit pregnant women admitted to the In-Patient clinic, track patient progress and conduct further examinations, as instructed.

Post-Partum Care (PPC)

  • Visit in-patient women daily and conduct routine examination of women and their newborn babies.
  • Provide medication according to the prescription from clinicians or medical officers and track patient status.
  • Conduct health education and provide appropriate advice according to the condition of the patient.
  • Care of newborns, including scheduled vaccinations, cleanliness of the umbilical cord and follow-up on progress in the initial weeks after birth.
  • Provide post-partum consultation, including promotion and benefits of breast feeding.
  • Provide scheduled follow up examinations for women and their babies during the first 8 weeks after delivery.  After 8 weeks offer the final gynecological examination and include counseling and options for family planning.
  • Conduct daily ward and bedside rounds in coordination with medic staff and inform medic of any known patient complications.
  • Administer routine medication, including Vitamin. A, Folic Acid

Delivery

  • Conduct or assist labor and delivery services, and in cases of complications or an emergency immediately inform medics and medical officers.
  • Ensure that all additional medications are administered according to the patients’ prescriptions.
  • Manage delivery room and medical equipment.
  • Ensure materials are checked after each delivery; clean, sterilize and prepare materials and equipment for next delivery.
  • Ensure accurate completion of delivery register.
  • Assist in completing delivery certificate.
  • Perform any other duties deemed necessary by the IRC supervisory staff.

Training

  • Provide midwife training to new midwives.
  • Provide on the job-training and refresher trainings to existing midwives as necessary.
  • Review current IRC midwife training curriculum and update as necessary.
  • Conduct regular midwife clinical meetings to review and discuss the ANC, PNC and delivery cases.
  • Regularly review the case notes, delivery notes and admission charts and provide feedback to the midwives

Statistics and Reports

  • Regularly attend medical and monthly meetings.
  • Inform supervisor of any issues in data management.
  • Assist with data collection for monthly/quarterly reports.
  • Participate in various campaigns and surveys as requested.
  • Conduct patient registration to include medical, surgical and obstetric history and record results from all ANC examinations conducted.

Job Requirements:

Education: Bachelor degree or Diploma in Midwifery

Work Experience: Minimum two (2) years of Midwifery experience in a hospital or clinical / primary care setting. Previous work experience in reproductive health in a refugee setting or in a developing country is a plus.

Demonstrated Skills and Competencies:

  • Experience in data collection and data management.
  • Experience in conducting training
  • Experience in working with multicultural staff, delivering assistance involving a wide array of program stakeholders.
  • Good interpersonal and communication skills, both oral and written.
  • Computer literate is desirable.

Language Skills:  Fluency in Thai, Burmese, Karen is essential. English language proficiency is an advantage.

Working Environment:  The position will be based in the IRC office in Mae Sot, with frequent travel to the temporary shelters for displaced person.
