Position Description
POSITION TITLE: Accountant
LOCATION: Bangkok
UNIT: Civil Engagement and Social Equity
REPORTS TO: Operations Director
PROGRAM SUMMARY:
Winrock is seeking candidates for an Accountant to carry out the day-to-day financial aspects of its USAID Counter Trafficking in Persons (CTIP) Asia project. The goal of the project is to reduce trafficking in persons in Asia through a more effective regional response that addresses human trafficking risks, provides appropriate responses that transcends border, and protects the rights of vulnerable and trafficked persons. The Accountant position is based in Bangkok.
ESSENTIAL RESPONSIBILITIES: The Accountant will be responsible for maintaining the finances and accounting of the USAID Asia CTIP project. S/he will work closely with the Operations Director and Admin Assistant to complete regular financial reports to the home office and client, make payments to vendors, liaise with bank officials, and manage project accounts. Specific responsibilities include but are not limited to:
• Managing project office accounts and budget expenditures
• Working with Winrock staff in the regional and Home Office to develop and revise project manuals as necessary
• Ensuring subcontractors and project expenditures including procurement comply with USAID regulations
• Ensuring project adheres to Winrock accounting policy
• Compiling monthly and quarterly financial reporting including field reports on all accounts
• Coordinating timely payment of staff
• Managing daily cash transactions
• Maintaining adequate financial records and documents
• Preparing budget requests and payment vouchers
• Monitoring monthly financial performance in relation to budgets and forecasts, obligated funds, commitments, and advances to subs and consultants, and assisting in preparing any necessary revisions
• Providing detailed analysis of costs, budgets, contract, and funding agency requirements as needed
• Ensuring project adherence to local laws, USAID regulations, Winrock policies and project agreement
• Preparing travel and workshop advances and reconciling with actual expenses
QUALIFICATIONS AND REQURIEMENTS:
EDUCATION B.S. or equivalent university degree in Finance, Business Administration, or related field.
EXPERIENCE The ideal candidate will have the following experience:
• At least 5 years of experience in accounting of donor-funded programs (USAID experience strongly preferred)
• Experience managing accounts in multiple countries simultaneously
• Familiarity with the USAID procurement processes strongly desired
• Excellent computer software skills in MS Excel and Word
• Excellent communication skills, both oral and written with fluency in English required
SALARY: The annual salary will be commensurate with qualifications and experience
