UNOPS Thailand Operations Hub (THOH) is under the UNOPS Asia Regional Office and has been established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.

Located in Bangkok, Thailand, the Hub comprises two main offices –THOH Thailand and THOH Indonesia and its current portfolio spans HR transactional services, financial management services, procurement services and project implementation services currently being provided to a wide range of other UN entities, INGOs and Governments/Government agencies in South East Asia and the Pacific.

THOH Thailand delivers HR Transactional services on behalf of Global clients. Through this service provision stream, THOH Thailand enhances the operational capacity of UNOPS to serve partners with large-scale and high volume HR services through need-driven corporate level project services. In support of, and to best serve client's needs, THOH Thailand has developed and utilizes standardized and unified systems and processes born of extensive experience that ensures the highest quality of services and cost-effectiveness for partners.


Reporting to the Finance & Administrative Officer, the Operations Support Associate is responsible for supporting the Finance & Administrative Officer in the provision of quality and efficient operations support services to THOH. He/she maintains a close eye on the operational and financial performance, identifies probable issues that may need attention, supports in problem analysis and solution identification as necessary, and implements strategies. 

 

 

The Operations Support Associate is responsible for, but not limited to, the following:

Implementation of operational strategies 

  • Full compliance with UNOPS rules, regulations, and policies of financial, HR and administrative activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
  • Elaboration of the content of internal Standard Operating Procedures in Finance, HR & Administration in consultation with direct supervisor and office management.


Finance

  • Support to the preparation of monthly expenditure schedules and quarterly and year-end statements.
  • Preparation of financial statements for clients
  • Review of payment requests for completeness prior to processing, ensuring that documentation needed is complete and that all required procedures are fulfilled to enable the payment
  • Review and confirmation of validity of charges by verifying authorized amounts and ensure availability of budget and funds
  • Extraction of required financial information from UNOPS project agreements and set up of necessary accounts in line with existing UNOPS financial policies and procedures
  • Compilation of data for the preparation of budget estimates and periodic cash forecasts
  • Monitoring and review of status of budgetary allocations and expenditures on an ongoing basis.  Continuous networking with clients/partners to provide feedback and mutually agree on corrective actions, when required.
  • Maintenance and contribute to the establishment of proper financial controls mechanisms
  • Maintenance of ledgers and accounting records for classification and recording of financial transactions and for the reconciliation of accounts and preparation of recurring or special reports
  • Timely entry of transactions in the computerized accounting and finance system and timely submission of monthly accounts; adherence to UNOPS Financial Rules and Regulations in all financial transactions
  • Preparation of bank reconciliation report.  Review and analysis of reports for discrepancies and action as required
  • Clarification and response to queries and observations of auditors (both internal and external).   
  • Communication with colleagues/clients on areas requiring verification, corrections, additional information, etc. to improve quality of output and/or account submission and increase knowledge base in the process.  
  • Maintain an updated project closure tracking tool and support the coordination of closure of projects


Human Resources administration

  • Support in the management of the entire recruitment and selection process for UNOPS and partner personnel
  • Review of incoming requests relating to recruitment, contract extensions, transfers, exchange or loan, and separation personnel, ensuring documentation is complete and in conformity with HR policies and procedures 
  • Development and implementation of tracking tools to monitor recruitment status, transaction requests, addressing of client queries and other indicators for management. Initiate follow-up action to resolve issues and submit periodic reports on same
  • Coordinate personnel on boarding, including compilation of induction schedules, providing entry briefings, space and equipment allocation, etc
  • Management of personnel records, ensuring compliance with policies
  • Oral and written response to staff inquiries regarding their conditions of service; drafting of correspondence in relation to the inquiries for signature by designated Officer
  • Briefing and guidance to clients, partners and THOH personnel on the application, interpretation and applicability of the UN rules and UNOPS policies and procedures.
  • Planning, organizing and making logistical arrangements for workshops, corporate meetings and retreats
  • Preparation of unit annual learning & development plans; coordination of the collection of feedback on learning events and presentation of results for review purposes
  • Design and presentation of training materials and course outlines


General administration

  • Support with protocol matters, registration of personnel, coordination with local authorities, space allocation and other administrative matters
  • Assessment and monitoring of the office workflow to ensure that timely administrative support is provided for the smooth operation of the office
  • In conjunction with Regional Office Admin Focal Point, contribute to the provision of reliable and quality office supplies
  • Assistance in the preparation of administrative budget, annual work plans and annual business plans


Support to knowledge building and knowledge sharing

  • Organization of training for the operations/projects staff on operations.
  • Briefing to staff members on general operational matters; provision of advice and administrative support.
  • Sound contributions to knowledge networks and communities of practice.
  • Perform any other duties as assigned.

Education:

  • Minimum Secondary Education or High School Diploma with specialized certification in Business Administration, Accounting and Finance. A first university degree (bachelor’s or equivalent) in Business or Public Administration, Accounting or Finance would be an added advantage.


Experience:

  • Minimum 7 years of work experience in Finance, HR or administrative support in combination with a high school diploma or 3 years of relevant experience in combination with a first university degree
  • At least 3 years of experience in Finance/Accounting (financial reporting, payments processing, bank reconciliations, maintaining internal controls, budget formulation and revision, cash forecasting) in a reputable organization is required
  • Experience in either HR (recruitment, performance management, staff development, contracts management) or general administration desired.
  • Hands-on experience with oneUNOPS and/or ATLAS or similar system a distinctive advantage
  • Experience working in the UN is required. Experience working in UNOPS is an added advantage
  • Knowledge of UN Financial, Administrative and HR rules, regulations, policies and procedures is required
  • Knowledge of UNOPS Financial, Administrative and HR rules, regulations, policies and procedures is required
  • Experience in the usage of computers and MS Office. Experience using ERP systems an added advantage


Language:

  • Fluency in English is required.
