Background/IRC Summary:  

Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

 

Job Overview/Summary:

IRC provides primary health care and environmental health services in several refugee camps in Thailand. IRC and community-based partner organizations provide preventive and curative health care services in the camps, including primary health care, reproductive health, neonatal care and health education. As a critical component of disease prevention the IRC ensures access to safe water improved sanitation and hygiene promotion Environmental health activities include maintenance of water supply infrastructure and chlorination systems, support to the maintenance of household sanitation including latrine desludging and replacement, solid waste disposal services, drainage works, vector control, hygiene promotion, provision of WASH services in health facilities to ensure quality of care.

 

Under the direct supervision of the Medical manager, Pharmacy Ware House Officer provide day-to-day/maintain/update Pharmacy inventory and assist health team and IRC Logistics receiving/distributing of drug and medical on the monthly/quarterly basis.  Also planning, implementing and monitoring the activities of camp Mae La, Umpiem and Nupo IPD/OPD Clinic, Lab, Community Health and RCH.  Meanwhile, coordinating with Camp hospital Director and camp pharmacy departments and IRC related to pharmacy activities.

Major Responsibilities:

  • Support Health team and Camp Pharmacy Staffs in compiling drug orders from camp clinics and distribution of drugs supplies in camps.
  • Organize procurement of essential drug, supplies, and equipment from the Bangkok distributor
  • Organize the distribution of essential drugs and medics supplies to the camp, to avoid stock outs in the camp clinics
  • Maintain accurate stock balance and timely records on the paper and computer systems, for the Mae Sot , Umphang offices and 3 camp stores in timely manner
  • Maintain the computer ordering system and consumption records, and distribute to IRC staff for quarterly ordering
  • Maintain safe storage and temperature control of the drugs and supplies
  • Cooperate with Thai MOPH in the distribution of drugs to camp and quality checking
  • Develop and maintain a pharmacy supervision checklist for use by IRC and camp staff
  • Ensure the IRC Pharmacy warehouse is kept clean and drug supplies are alphabetically organized as groups.
  • Develop monthly pharmacy (balance) report and submit to Medical Manager
  • Conducted bi-monthly Pharmacy Management Monitoring Check and record results, maintaining drug inventory, Quarterly Inventory check.
  • To check the goods arriving into Mae Sot office/warehouse.
  • Responsible for issuing Waybill, Delivery Report and Recording in logbook and circulated copy to each program for reference information.
  • Ensure all day-to-day inventory transaction (stock card, bin card, inventory reports and related documents) are updated on a real-time basis with accuracy.
  • Control and document the receipt, handling, storage, pick-up (FEFO/FIFO), store release and reporting of inventory to the operation team/Health Coordinator and Medical Manager
  • Regular review expiry date of all stock items and report to Logistics Manager, Health Coordinator and Medical Manager when stocks are due to expire in six-month time and perform disposal for all scraps.
  • Monitor any inventory shortage and provide on-time, standard monthly report and inform to Medical Manger and Logistics Manager.
  • Filing monthly stock record report to include consumption of office and field sites.
  • Coordinate with Procurement Officer and Lead driver to arrange Oxygen & Gas supplies for delivery into the camp as per program request.
  • Check materials specification and manifest upon receipt and distribute them to requesters as appropriate.
  • Maintain close communication with every level of for the Pharmacy activities and inform to health team in timely manner
  • Communicate often and clearly with Health and Logistic team.
  • Adhere to IRC global and national policies and procedures
  • Represent IRC positively and professionally in both internal and external relations and situations.
  • Perform other tasks as assigned or requested.

Job Requirements:

 

Education: Bachelor of Pharmacy or Logistic or equivalent

Work Experience:  At least 1 years’ experience in Pharmacy warehouse management or equivalent 

Demonstrated Skills and Competencies:

  • Strong organizational skills, good at multi-tasking, flexible. Ability to communicate clearly both verbally and in writing. Able to work under pressure with minimum supervision. Good task prioritization skill and Good time and people management skill
  • Basic computer proficiency of Microsoft Excel, Word, and PowerPoint
  • Able to work with limited resources
  • Service mind and team-oriented person

Language Skills:  Good command of written and spoken Thai and English or other ethnics languages (preferable Burmese, Karen languages).

Working Environment: The position will be based in the IRC office in Mae Sot, with extensive travel to temporary shelters.
