POSITION TITLE: Procurement Officer
REPORT TO: Operations Manager
POSITION SUMMARY:
Under supervision of Operations Manager, Procurement Officer supports the Prevention Department, Thai Red Cross Aids Research Center in work related to procurement, fixed assets and inventory management, office renovation, office maintenance, contractor contract, and other administrative activities.
KEY RESPONSIBILITIES:
Under the supervision, guidance, and advice of the Operations Manager, the Procurement Officer will be responsible to:
- Provide procurement, logistical, and administrative support in the acquisition of a variety of goods and services including office supplies, medical supplies, IT equipment, and office renovation services.
- Review, record and prioritize purchasing requests and obtain additional information/documentation as required; determine the availability of vendors and funding sources
- Verify receipt and inspection of deliverable and accurately reports of site offices, as and if required
- Produce tender documents e.g. Invitations to Bids, Requests for Proposals and Requests for Quotation, based on the nature of requirements and cost of procurement involved
- Prepare abstracts of offers and compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible under the guidance of Operations Manager
- Finalize purchase orders and contracts for approval by the Chief of Prevention Department or Operations Manager
- Maintain and update relevant internal databases and files; keep track of any contractual agreements, systems contracts, etc. and informs affected users of contractual rights and obligations
- Exercise inventories physical check on annually basis or as and when required
- Research, retrieve and present information from a variety of internal and external sources on sources of supply as well as obtain specifications for new products and equipment on the market
- Draft routine correspondence
- Performs other duties as assigned
QUALIFICATIONS REQUIREMENT
- Bachelor degree
- A minimum of three years of work experience in procurement, inventory management, and administrative services
- Experience with public sector procurement processes and procedures is an advantage
- Ability to research and gather information from a variety of standard sources and to apply good judgment
- Demonstrate teamwork and client oriented
- Computer literacy e.g. MS word, excel
- Good command of English
