Conduct Comparative Review
The Improving Migrant Protection and Assistance for Children in Thailand (IMPACT) project develops local child protection mechanisms that are relevant to government policy framework, and integrate these into existing child protection systems so migrant children can live within an effective protection system and have access to effective care, education and health services.
The project strengthens child protection mechanisms including: child protection committees, Multi-Disciplinary Teams for case management, alternative education, centers which support basic maternal and child health, and mobile health units, to identify the most vulnerable children who are at risk of abuse, neglect and exploitation, and respond to these children’s needs. The project improves the quality of protection support for children through capacity building with government and non-government stakeholders, and will enhance cooperation among relevant agencies that are responsible for child protection and welfare.
The IMPACT project is looking for an independent consultant to undertake a comparative review of the UN Guidelines for alternative care and the Thai Ministerial Act on government and registered institutions’ standards, in order to understand any similarities and/or differences in the policy and its implementation.
This is to enable Save the Children to better understand how the Thai policy and its implementation are aligned and complying with the UN guidelines. The output will provide evidence and reference material to support engagement with the government to improve the non-government institutions (shelters) standards to the level of the UN Guidelines, both from a technical and advocacy perspective.
The consultant conducting the review should also refer to the UN CRC and other International guidelines where relevant to clarify points or strengthen recommendations. Additional source and reference maybe needed to strengthen the comparative argument as appropriate. Save the Children will support the consultant to identify and source these additional documents where needed.

The consultant will be required to dedicate an estimated 20 days’ time to this consultancy work during June 2017, subject to the requirements and agreements with Save the Children.
All materials collected in the undertaking of the consultancy process should be lodged with the IMPACT team and/or focal point prior to the termination of the contract.
The consultant(s) will report to IMPACT Project Coordinator, with technical support from Children Protection Specialist and Program Development Quality who will provide inputs throughout the review process. While the consultant will be required to be self-management, IMPACT Project Coordinator will support logistics and arrangements for discussion with selected experts as appropriate.
The consultant(s) is asked to propose the budget. Costs involved in the research, such as materials, translation and applicable taxes, should be included in the proposed budget.
