TEAM/PROGRAMME: Programme Development and Quality

ROLE PURPOSE:
The post holder provides support to the Programme Development and Quality team, to undertake programme design, proposal development, project reporting, monitoring, learning, fundraising, advocacy and communications. Working with the Director of PDQ, Thematic Specialists, MEAL Manager, Advocacy & Campaign Coordinator, Communications Coordinator, project implementation teams and support staff, the post holder will develop new projects and support continuous improvement and quality of ongoing work to deliver lasting change for children.

Role Dimensions:
KEY AREAS OF ACCOUNTABILITY :
Strategic Programme Development
- Participate in conceptualizing and designing cost effective, innovative and high quality programs and projects to serve children in Thailand in development and emergency contexts.
Proposal Development
- Work with Award Management team and Save the Children Member Offices to establish and monitor proposal development plans and timelines.
- Coordinate the development and production of proposal content, including narrative text, logframes, implementation plans, assessment data, partner information and any required supporting documents.
- Work with Award Management and Finance teams to prepare proposal budgets.
- Work with Thematic Specialists and Save the Children Member Offices to ensure proposals are of high quality, relevance and meet donor expectations.
- Prepare or customise concept notes using existing material.
- Develop standard language for proposals, and maintain a library of resources to support future project and proposal development.
- Ensure all project design and proposals incorporate key cross-cutting concepts, including gender, inclusion, and child participation, and are in line Save the Children strategy, goals and vision.
Donor and Internal Reporting
- Support Project Managers to prepare high quality donor reports through review, coaching and training.
- Provide feedback and suggestions on first drafts of all donor and internal reports, to ensure comprehensive, coherent, relevant and clear content.
- Review final drafts of all donor and internal reports to ensure content and presentation is in line with international donor and/or internal/external audience expectations.
- Work with Award Management team to conduct periodic training for staff or develop materials to improve report writing and quality.
Strategic Communications
- Work with Communications Coordinator to regularly update and create fact sheets, reports, online content and case studies.
- Provide assistance when required to organise outreach, media or profile-raising events.
Programme Support
- Provide assistance with programme events, workshops, donor visits, etc, when required.
- Assist the MEAL Manager with learning events, field assessments, development of new tools or processes, project evaluations and KPI reports when required.
- Provide general support in the event of a rapid-onset emergency response in-country.

QUALIFICATIONS
- Bachelor’s degree or higher in relevant field.
EXPERIENCE AND SKILLS
Essential
- Experience in an International NGO environment, supporting programs for children in emergency and development contexts
- Experience of preparing successful proposals and high quality reports for major institutional donors (EC, USAID, UN, DFID, etc).
- Familiarity with project design methods and tools (including assessments, logical frameworks, theory of change, and work planning) and strong understanding of cross-cutting issues like gender, inclusion, and resilience, and how to apply these in design and implementation.
- Highly organized and detail-oriented, with ability to meet deadlines and produce high-quality products.
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
- Demonstrated strong computer skills in Microsoft Office (Word, Excel), Outlook, Internet (browsers and Skype), PDF manipulation
- Ability and willingness to dramatically change work practices and hours, and work with incoming proposal development teams to meet deadlines.
- Fluency in English, both verbal and written
- Excellent writing and editing skills in English.
Desirable:
- Experience of Save the Children priority sectors: education; child protection; child rights governance; health and nutrition; food security and livelihoods; emergencies.
- Thai national preferred
