The Alert Little Tun: Drowning Prevention animation production
Background
Drowning is the most common cause of death among children in Thailand. According to Thailand’s Department of Disease Control, 1,243 children under 15 die from drowning each year.[1] Water is an essential feature of Thailand’s geography and climate, and these water sources are responsible for drowning deaths, particularly children. Open waters, rivers, ponds, ditches, and quarries are in abundance in both rural and urban areas and fill with water during the rainy season. Closed vessels such as large buckets and troughs are used for water storage, cooking, and feeding livestock. Additionally, Thailand is prone to natural disasters including floods, tropical storms, typhoons, and tsunamis.
While drowning is pervasive across Thailand, children are at a heightened risk of drowning in rural areas, especially around natural water sources.
Further compounding the problem is that two out of every three children under the age of 15 (approximately 11 million children) do not know how to swim. In addition, parents, caregivers, and communities are unaware of the high rate of child drowning and have limited, if any knowledge of drowning prevention.
Promoting knowledge on drowning prevention is a key priority for Save the Children in increasing children’s safety in Thailand, and failure to take action will jeopardize children’s lives. Save the Children is experienced in delivering high-impact child safety projects, and is well positioned to address this issue in Thailand. Save the Children, in partnership with the Thai Life Saving Society (TLSS) and Marriott, is initiating a project that will provide survival-swimming lessons to 500 children ages 8-12 years old in Phang Nga Province. As education is important in promoting behavior change, Save the Children aims to expand its efforts and educate a larger audience on drowning prevention. There is currently a lack of educational materials on child drowning prevention in Thailand, therefore Save the Children aims to develop child drowning prevention awareness raising materials; for example, the Alert Little Tun cartoon, board games, posters, banners, and activity books that include illustrations, puzzles, and games related to drowning prevention.
Alert Little Tun is a cartoon that was created through the collaboration of Save the Children and the Thai Public Broadcasting Service (ThaiPBS) with support from USAID and FamilyMart to promote children’s disaster preparedness and safety. This programme has received global recognition and was featured at the 2015 World Conference on Disaster Risk Reduction (WCDRR) in Japan. As Alert Little Tun has been effective in reaching and educating a large population of children and adults on DRR and child safety. In this regard, Save the Children, funding by FamilyMart and Michael Holland Foundation will continue this character to raise awareness of drowning prevention through the animation.

Under the consultation of Senior Phang Nga Field Coordinator, Senior Bangkok Field Coordinator, SCI Programme Development & Quality (PDQ) members and ThaiPBS member, the animation producer will:

The video and visual materials produced will be copyrighted to Save the Children and any violation of copyright law will be pursued appropriately.

This Terms of Reference may be amended, varied or modified in writing after consultation and agreement by Save the Children’s Advisory Group members.
