Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
The Project for Local Empowerment (PLE) is a USAID-funded, IRC-led consortium which supports a network of 40 community-based organizations (CBOs) to provide life-saving health and education services, food security and livelihoods assistance, and protection assistance, including women’s protection and empowerment (WPE) for displaced and conflict-affected people living in South East Burma/Myanmar, as well as for migrants and refugees living in four provinces and nine camps in Thailand, along the Thai-Burma border. PLE also provides partner organizations with organization development support, including opportunities to participate in university certified training courses.
IRC works with PLE partners, Mae Tao Clinic (MTC), The Border Consortium (TBC) and World Education (WE), to provide impactful and cost-effective humanitarian assistance on both sides of the Thailand-Burma border by building the technical, management, and leadership capacities of CBO partners to deliver health, education, legal and protection services, women’s protection and empowerment services, distribute food and cash transfers, implement livelihoods activities, and advocate for lasting positive change for displaced and conflict affected people from Burma. Through advocacy and other interventions, PLE also directly addresses roadblocks in the legal and policy environment that limit access to rights and services. By promoting collaboration between CBO partners and the Governments of both Myanmar and Thailand, as well as with international and local organizations, PLE helps strengthen local capacities and promote peace building leading to sustainable outcomes beyond the life of the project. Throughout this process, PLE is guided by the core principles of convergence, partnership, complementarity, integration, evidence-based approaches, innovation, advocacy, and protection and gender mainstreaming.
As PLE has come to final year of the project, PLE would like to document the achievements and lessons learned under following research Question:
Evidence that shows to what extent PLE convergence initiatives supported partners to adapt to the changing context in Burma, how these existing capacity and resources are recognized and how these turn into substantive benefits for displaced population and will utilize this documentation for advocacy and programmatic decision making purposes.
