TERMS OF REFERENCE
Public Research and Poll on Discrimination Against Migrant Children–Every Last Child (ELC)
1. PUBLIC RESEARCH AND POLL ON DISCRIMINATION AGAINST MIGRANT CHILDREN
Save the Children Thailand is seeking a consultant (market research firm) to conduct a comprehensive public research and poll on discrimination against migrant children in Thailand––as a key barrier to migrant children’s access to education.
EVERY LAST CHILD
Save the Children has a global campaign “Every Last Child” (2016–2018) to ensure that 15 million of the world's excluded children have access to life-saving healthcare and quality education – contributing towards progress on the 2030 global goals that prevents 600,000 child deaths and helps 50 million more children to learn.
Excluded groups of children are those who are not benefitting from recent global progress in social well-being – particularly in health and learning – because of a toxic mix of poverty and discrimination. The discrimination they face can be deliberate or the result of neglect or oversight.

Kindly note that for the purpose of this public research and poll, we’ll only be focusing on overall campaign objective (1) Thai public awareness and attitudes towards migrant children is improved by 2018.
BACKGROUND AND CURRENT CONTEXT
The majority of migrant children in Thailand are still not in school despite the existing Education for All (EFA) policy. This means that an estimated 61 per cent (or 225,000) of migrant children in Thailand are not in school. Much of the reason for limited enrolment is due to discrimination and social exclusion, similar to those of ethnic minority children often called “non-Thai”. When schools’ budgets limit enrolment, for example, school directors give Thai children priority.

The consultant is contracted to conduct public opinion research and polling, and present a comprehensive report. The scope of work includes:

Output 1: Detailed Proposal |
Design research methodology, key set of questions and discussion guide, work plan and timeline. Consultant should propose the sampling frame and size for each data collection as well as how they will sample the population in a way that will yield justifiably valid findings. Save the Children will provide the consultant with a list of topics and lines of inquiry for the poll which will serve as a basis for defining the specific questions. The final list of questions will have to be approved by Save the Children. The consultant should include a sound methodology for quality assurance. |

Output 2: Polling and Research Results |
Conducting and gathering quantitative and qualitative results and findings. |

Output 3: Draft report for ELC public research and poll on discrimination against migrant children |
Presentation of key findings and analysis of results. The purpose of the draft is to update, review content and provide feedback. |

Output 4: Final Report |
This final version of the report must to include: (1) Executive Summary (2) Research Methodology (3) Analysis of results (4) Key findings The final report should be in English and Thai, not exceeding 30 pages. |

Output 5: PowerPoint presentation of polling and research conducted |
The consultant will deliver a presentation on findings, analysis and solutions. |
All research should be conducted in line with the ethical guideline and standard of Save the Children. These are available upon request.
4. WORK PLAN AND TIMELINE
The work plan and timeline will be agreed together by the consultant and Save the Children. Key milestones and actions are expected to include:

5. REPORTING
The consultant will report to the Programme Development and Quality Director and Communications and Media Coordinator.
6.DURATION OF CONTRACT
The duration of this assignment will be maximum 25 Working Days from contract signing. All work should be completed by 30 August 2017. As per section 4 above, a detailed work plan will be agreed with Save the Children.

Deadline for submission of proposals 14 July 2017 (Friday). The offers must be received by Save the Children by 16:00 UTC+7. The soft copy should be sent in PDF format.
Please note that any application received after the above mentioned deadline will not be evaluated and will be automatically subject to disqualification.
