  1. Organizational Context:

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is the regional development arm of the United Nations for the Asia-Pacific region. Made up of 53 Member States and 9 Associate Members, with a geographical scope that stretches from Turkey in the west to the Pacific island nation of Kiribati in the east, and from the Russian Federation in the north to New Zealand in the south, the region is home to 4.1 billion people, or two thirds of the world’s population. This makes ESCAP the most comprehensive of the United Nations five regional commissions, and the largest United Nations body serving the Asia-Pacific region with over 600 staff.

 Brief Project Description:

 ESCAP’s Human Resources Management team, in partnership with the management and staff, provides vision and leadership in aligning ESCAP’s human resources with its mandates and strategic direction; develops solutions and seeks results, which address strategic organizational needs as well as those of individual staff and managers; optimizes the potential and well-being of all UN staff; and acts with sensitivity and appropriate flexibility. Its priorities include supporting the alignment of ESCAP’s human resources with the senior management vision and strategy; strengthening the commitment of senior management to human resources; improving HR services to managers and staff through the enhanced HR Help Desk functions and HR information technology; and improving HR guidance and advice to senior managers to support them in managing their own human resources.

 10. Description of tasks: 

Under the direct supervision of the Associate HR Officer, the national UN Youth Volunteer Human Resources Assistant will:

  1. Provide support to the staffing team related to the search and sourcing of candidates through social media tools.
  2. Respond, draft response to, and/or collect information for inquiries from candidates on recruitment process and timeline, salaries, entitlement.
  3. Assist in maintaining relationship with potential candidates for future staffing exercise.
  4. Create and maintain projects in connection with projected staffing needs.
  5. Work on initiatives for ESCAP referral program.
  6. Assist in the maintenance of social media tools, including LinkedIn and Twitter.
  7. Assist in producing statistical reports and analytics of performance of social media tools as well as effectiveness of social media outreach.
  8. Maintain, update and expand the database of contacts (e.g. HR officers, executive officers, associations, institutes, universities, etc.) for regular outreach exercise.
  9. Assist in HR related activities, including reference checks, advertisement of job openings, when required.

 Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Encourage, mobilize and support co-workers, fellow UN Volunteers and members of the local community to play an active part in peace and development activities on a voluntary basis;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

  • Regular and ad hoc HR reports of work/ project progress and HR metrics;
  • Initiatives of the online and social media outreach activities.

 

  1. Qualifications/Requirements (including competencies, values and skills):
  1. A) Qualifications, skills, experience:

Degree level:    Bachelor's degree

Type of Degree: First level university degree (Bachelor) in human resources, business or public administration, information management, information technology or other related fields.

Years of work experience:  0-2 years of progressive experience in human resources management, quantitative data analysis, monitoring and evaluation or related area. Experience in the areas of HR metrics or social media outreach is desirable.

Language:   Excellent English writing and communication skills. Knowledge of another official United Nations language is an advantage.  

Driving license:  No

Computer skills:  Advanced computers skills; excellent skill in data analytics tools is highly desirable.

  • Teamwork and respect for diversity: ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnerships and harmonious working
  1. Living Conditions:

The candidate will be based in Bangkok.

  1. Conditions of Service for national UN Youth Volunteers:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Moving travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 32,000THB is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as return travel (if applicable) and resettlement allowance for satisfactory service. 

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
