Reports to: Regional Director/Regional HR Officer

Position Requirements

ORGANISATIONAL CONTEXT

The Jesuit Refugee Service (JRS) is an international non-governmental organisation (INGO) with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980, and currently has ten regional offices and a presence in over 45 countries. JRS undertakes services at local, national and regional levels with the support and guidance of an international office (IO) in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people, while not neglecting their immediate or urgent needs. 
The main services provided are in the field of education, emergency assistance, and psychosocial support and livelihood activities. Currently, more than 724,000 individuals are direct beneficiaries of JRS projects.

OPERATIONAL CONTEXT

Human Resources Assistant collaborates and assist the Regional Human Resources Officer (RHRO), by ensuring consistency and uniformity in the implementation of human resources policies and guidelines, by sharing best practices and ultimately by promoting the welfare of JRS staff in the South Asia Regional Office as well as in the country offices where JRS has operations. The HR Assistant will also play an active role in the recruitment, in collaboration with the RHRO. With this aim, the Human Resources Assistant will assist in all administrative HR related matters and processes as well as participating in the development and implementation of staff care and staff well-being initiatives in the region. The HR Assistant will offer guidance and HR services to all JRS employees in the regions in collaboration with the National HR Officers. JRS Asia Pacific covers the following countries: Australia, Cambodia, Indonesia, Myanmar, Singapore, Thailand and the Philippines.

Key Responsibilities and Deliveries

Under the supervision of the Regional Director and RHRO, the HR Assistant’s main responsibility will be to assist the Human Resources Department with effective delivery of HR services. More specifically:
• Provide support to staff, managers, country directors on HR related matters;
• Actively participate in recruitment and selection activities including formatting, circulation and posting of vacancy announcements, monitoring the receipt of applications, preparation of documentation and logistic arrangements for selection panels; 
• Coordinate staff on-boarding activities including liaising with departments and following up on activities;
• Assist with personnel administration by assembling and preparing necessary documentation, including the preparation of contracts for temporary staff and internships;
• In collaboration with national HR Officers, keep staff figures up to date and produce human resources-related statistics;
• Act as a focal point for the region including responding to queries, follow up on information related to contracts, recruitment, security and safety and HR matters;
• Assist with monthly payroll related activities (annual leave, sick leave) in accordance to local labour law.
• Provide administrative support to staff development programmes including registering training needs, organizing trainings, administering and maintaining the budget and preparing reports and statistical analyses;
• Provide administrative support to the performance management process including initiating, tracking and monitoring of the various stages of the process;
• Assist in the drafting and review of internal policies and guidelines;
• Keep human resources files up to date with accurate employee’s bio data information;
• Prepare routine correspondence, administrative documentation, reports and presentations;
• Provide support to special projects and activities including conducting information search as requested.

QUALIFICATIONS

Education and Experience

• Diploma and/or degree in Human Resources or related field 
• Good knowledge and experience in local employment law, compensation, benefits administration, employee relations, security and safety, staff training and development;
• Good understanding of and commitment to humanitarian relief work and international development;
• Ability to work independently with minimal supervision;
• Excellent interpersonal, listening and communication skills;
• Good computer skills, including competence in Excel and familiarity with other databases;
• Good organizational skills and ability to perform multifaceted tasks in addition to day-to-day activities;
• Good analytical skills and sound judgement;
• Successful experience in multicultural and challenging environments.

Languages

• Excellent written and verbal communication skills in English are required.

Travel

The job may require travel to JRS locations in the region.

TERMS AND CONDITIONS

Contract is for 3 months and extendable. The JRS remuneration policy is aligned with the JRS ethos to offer effective and professional services and at the same time express solidarity with the people served. The salary is calculated with the use of a post-adjustment multiplier and takes into account years of relevant experience and degree of responsibility of the role.
