The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50million initiative of the Australian aid program that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region.
Summary of Role
The Regional Accountant / Finance Assistant will support the Operations Manager (OPM) for ensuring that all necessary financial and administration management systems are established and implemented at the regional office in Bangkok and that these meet all contractual requirements with DFAT. He/she will also be responsible for supporting the efficient and effective delivery of services to implementing partners by the MSTAT.
Specific Duties
- Ensure timely and accurate monthly payment of locally engaged staff salaries;
- Prepare/verify and examine staff travel reimbursement claims in order to maintain compliance with all regulatory and reporting requirements;
- Handle all paperwork relating to purchasing, requisition, and hand-over of fixed assets; arrange for asset insurance and prepare asset register for Thailand/regional office; oversee fixed asset reports from Partner countries and conduct fixed asset audit for Thailand/regional office and project countries;
- Monitor and handle petty cash, banking, transfers and payments;
- Prepare monthly requests for the program funds;
- Plan the cash flow between banks and cash in hand to allow smooth operations of the program and be responsible for the availability of money for all known and anticipated expenditures;
- Monitor and maintain the advance payment system;
- Prepare vouchers for cash and bank transactions and record transactions for regional office in MYOB accounting program in a timely manner;
- Prepare and submit monthly financial reports on timely basis;
- Monitor and ensure the accuracy of all recordings on a regular basis;
- Ensure all country office staff understand and comply with financial management and administrative system requirements, including through provision of appropriate training;
- Correspond with banks on financial matters and inform OPM about all activities regarding the bank transactions;
- Provide all required financial and administrative data and reports to the OPM as required;
- Provide all logistics that relates to training, workshops and meetings supported by AAPTIP, and arrange accommodation and transportation to AAPTIP team as instructed by OPM;
- Ensure compliance with DFAT core policies, including but not limited to Fraud, Disability and Child Protection Policy;
- Assist the OPM in responding to any Cardno or DFAT audit requests; and
- Other duties as directed by the OPM.
Core Competence Required
- Demonstrated experience in financial management, preparing budgets and expenditure reports;
- Demonstrated ability to administer aid funded project finances;
- Demonstrated integrity and adheres to organisational policies and procedures;
- Ability to work under pressure whilst ensuring accuracy and attention to detail;
- Demonstrated IT skills including experience in MS Office (Word, PowerPoint, Excel and Outlook) and SharePoint;
- Good interpersonal, team work and communication skills and able to maintain good relationships with colleagues and external counterparts and stakeholders;
- Excellent organisational skills with demonstrated experience in assisting to organise meetings and events including arranging travel and logistics; and
- Strong written and oral communication and interpersonal skills including good written and oral English and Thai language skills.
Qualifications
- Bachelor in Accounting, Finance, Business Administration or any other related fields; and
- At least 1-year experience of relevant office work.
