DESCRIPTION
Organizational Context:
SEI is an independent international research institute, engaged in environment and development issues at local, national, regional and global policy levels for more than a quarter of a century. Our goal is to bring about change for sustainable development by bridging science and policy. We do this by providing integrated analysis that supports decision makers. SEI works from seven main locations, with additional offices linked to these. Project teams generally span locations.
While SEI in Asia focuses within the region, it also works in other parts of the world. The incumbent will work with staff in the Asia Centre and other consortiums on relevant activities of existing programme, including SERVIR Mekong (https://servir.adpc.net/) and SUMERNET (www.sumernet.org ) and other future programme related to water resources management and climate change throughout the world, based from Asia.
The Research Associate supports the Project Managers and Cluster Leader in undertaking project and research activities related to ongoing projects, and cluster management and coordination following advice from Cluster Leader. This position supports research/project works on developing programming languages for water related modelling, data processing and preparation and graphic user interfaces.
The Research Associate reports directly to the assigned Line Manager (Water Resources Management Cluster Leader) and respective project leaders/managers that he/she is working for and under overall supervision of the Centre Director.
Responsibilities:
- Help develop solutions for the implementation, automation and integration of a range of modelling and analysis tools including WEAP and GIS software (e.g. ArcGIS or QGIS)
- Support the team on variety of programming languages and skills including GIS to develop bespoke solutions for various stakeholders and graphical interfaces written in Java, Python, and web applications written in Python/ PHP deployed to cloud Infrastructure and also a GeoServer running PostgreSQL and PostGIS.
- Support the team to develop programming languages to run multiple modellings for scenario impact assessment
- Develop documents, tutorials, user guides and technical reference information to support training and reporting activities.
- Participate in and contribute to the development of research projects or research work, fund-raising for, planning and content of the research.
- Implement projects and/or research work according to the Cluster’s work plans and within budget.
- Cooperate with and support colleagues in the research team to ensure the delivery on time and of the quality, and report progress in accordance with the SEI Project Manual including filling in your timesheets correctly.
- Participate proactively in the respective research cluster, to develop and create new project ideas and projects.
- Staff shall receive the guidance and support from their supervisors or senior researchers for turning the ideas into the projects and fundraising.
- Respect, implement and contribute to the development of the Institute policies, including the environment policy, different programs e.g. the Institute Code of Conducts.
- Be a proactive team member, cooperating with and supporting colleagues within and across the research clusters ; participate in cross-centre collaboration.
- In collaboration with the SEI Communications Team and the Centre communications coordinator undertake outreach activities that include teaching, presentations, dialogues and briefings, articles for specialist publications and scientific papers in peer-reviewed journals and interaction with the media as appropriate.
- Ensure exchange of ideas with relevant institutes, scientists and experts including other SEI Centres.
- Report directly to the respective Research Cluster Leader or manager and be under overall supervision of the Centre Director
REQUIREMENTS
Required Minimum Qualifications and Required Experience:
- Educational Background: A minimum of a Master degree or equivalent qualifications in computer science-based or other related disciplines with a minimum of 2 years of relevant experience in programming languages to support water modelling and GIS analysis and graphic user interface development
- Experiences in programming languages for data processing and data preparation and model ensemble simulation through quantitative approaches (e.g. Java, Python, C, Fortran languages to communicate with models and GIS software for multi simulation and data processing and etc.)
- Experiences in developing graphical interfaces written in Java, Python, and web applications written in Python/ PHP
- Some publication record
- Fluency in spoken and written English
- Strong motivation, personal initiative and commitment to excellence and results, as well as enthusiasm for doing scientific research.
Desirable Qualifications:
- Knowledge of commonly used specialist software packages and current software development practices
- Experience communicating complex topics to a technical and non-technical audience
- Experience conducting training for different end users, especially government agencies and academic institutes.
- Knowledge of a Southeast Asian language and culture is desirable
