  9. Organizational Context/Project:

The Climate, Biodiversity, Land and Water Department (CB) is supporting the member countries to achieve their objectives related to sustainable food and agriculture and resilience of rural livelihoods, by implementing their policies and commitments to the sustainable development agenda, the Rio Conventions, the Paris Agreement, and other related treaties, through sustainable management of land, soils, water, biodiversity and genetic resources. CB Department has established a GCF (Green Climate Fund) Team within CBC (CBC-GCF Team) to coordinate the development and management of the GCF portfolio. 

  1. Description of tasks:

Under the direct supervision the GCF team in HQ and the direct supervision of Climate Change/GCF focal point at the Regional office for Asia and the Pacific (RAP) in Bangkok (Thailand), the national UN Volunteer will undertake the following tasks: 

  • Assist the Climate Change /GCF focal point at the Regional office in building frameworks for engagement with the GCF;
  • Assist the monitoring on the status of GCF proposals and support the office in preparing of needed materials for key representational meetings as needed;
  • Contribute to support to ensure countries proposals are aligned with GCF criteria and consistently address them;
  • Assist in the process of accreditation of national/sub-national implementing entities;
  • Provide support to other project proposal opportunities in the field of climate change;
  • Participate and contribute to regional activities such as training workshops on the GCF seminars;
  • Carry out other related duties as required. 

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with, and build on, traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 
  1. Results/Expected Outputs:

Within the framework of the GCF activities: 

  • Strategic partnerships are strengthened at regional level in the frame of the GCF;
  • The GCF established Project Preparation Facility (PPF) is implemented to provide accredited direct access entities with project development resources;
  • The role of investments in the agriculture, forestry and land use sectors is enhanced.

Within the framework of the UNV Programme:

  • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
  1. Qualifications/Requirements (including competencies, values and skills):

Relevant experience in the design, formulation or evaluation of substantial agricultural and rural development projects and programmes with a focus on climate change and GEF/GCF and/or IFI finance.

  1. A) Qualifications, skills, experience:

Basic knowledge of funding mechanisms of the GCF. Good analytical and written communication skills. Demonstrated ability to coordinate and facilitate processes and to engage with colleagues across the Organization. 

Degree level:    Master's degree

Type of Degree: Master’s degree in environmental, forestry or agricultural sciences, natural resource management, economics or a related field as appropriate for the specific profile. 

Years of work experience: Minimum 5 years of relevant professional experience in advising on international affairs and in the conduct of effective response measures to protect and enforce legal actions on the environment.  

Language: English  

Driving license required:  No

Computer skills:  Proficient in Microsoft Office Suite.

  • Communication: proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports; ability to conduct presentations, articulate options and positions concisely; ability to make and defend recommendations; ability to communicate and empathize with staff (including national staff), military personnel, volunteers, counterparts and local interlocutors coming from very diverse backgrounds; ability to maintain composure and remain helpful towards the staff, but objective, without showing personal interest; capacity to transfer information and knowledge to a wide range of different target groups;
  • Flexibility, adaptability, and ability and willingness to operate independently in austere, remote and potentially hazardous environments for protracted periods, involving physical hardship and little comfort, and including possible extensive travel within the area of operations; willingness to transfer to other duty stations within area of operations as may be necessary;
  • Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards the UN core values.
  1. Living Conditions:

The candidate will be based in Bangkok, but the assignment may require traveling as assigned. 

  1. Conditions of Service for national UN Volunteers:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Moving travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 47,507THB is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as return travel (if applicable) and resettlement allowance for satisfactory service.
