BACKGROUND

 

Founded in 2007, APCOM is a coalition of members – governments, UN partners, non-profits and community based organisations – from Asia and the Pacific. We represent a diverse range of interests working together to advocate on, highlight and prioritise HIV issues that affect the lives of men who have sex with men (MSM) and transgender people, including rights, health and well-being.

 

By influencing governments and opinion leaders, we are generating positive, enduring change.

APCOM is registered as a Foundation in Thailand and has its Secretariat based in Bangkok who carries out the work of APCOM as per our current 2014-2019 Strategic Plan, which was approved by the board in 2013 and has four strategic results:

 

  1. Advocacy for sexual health services for our communities, aimed at engaging health policy makers, programme planned and services to scale up their service delivery.
  2. Advocacy for an enabling environment for sexual health and support services aimed at pushing national governments and policy makers to establish MSM and transgender friendly legal environments, to ensure that health services are accessible.
  3. Gathering, generating and sharing strategic information for advocacy, to ensure community and development partners have access to relevant information to generate evidence-based work.
  4. Building a cadre of advocates at all levels, to ensure there is support for current community advocates and to support the development of new emerging leaders.

 

The Senior Programmes Officer is expected to support the Advocacy, Programmes and Campaigns Unit, including the Senior Manager for Advocacy, Programmes and Campaigns during the designing, implementation and transitioning phase of APCOM’s projects. And to liaise with the Operations Unit on the contract agreements and financial and administrative procedures, and Communication and Campaign unit on profiling the advocacy, programmes and campaigns work.

 

DUTIES AND RESPONSIBILITIES

 

Working within the Advocacy, Programmes and Campaigns Unit, the Program Officer will provide assistance during the planning and implementation phase of the projects by tracking and updating the workplans, milestones, timely reporting, adhering compliance towards organisational policies and donor requirements, overall contributing towards strong programme management systems and documentation within the unit.

 

Specific Tasks Include

  • Contribute to the development of advocacy tools and materials useful for the community by simplifying high level papers, information, researches that is easily understandable for advocacy efforts at a country level;
  • implement, monitor and assist in the evaluation of APCOM’s regional advocacy in consultation with APCOM Management and Board Members;
  • Assist in fund raising activities such as mapping and building relations with potential donors and writing grant applications and/or proposals;
  • Maintain relations between APCOM and partners both in country and in the Region;
  • Extending support to the senior management team for new programme or project development, including the development of concept notes and project/programme proposals consistent with the overall goal of APCOM;
  • Conducts rapid assessment using Rapid Assessment Apparatus (Rap App)with the country networks in South East Asia, measuring their competencies, writes Summary Report on their capacity needs and recommends technical support by developing a Capacity Development Support Plan for them;
  • Manage, implement and monitor the organisation’s capacity building and technical assistance programmes in the Region;
  • Provide technical support to MSM and transgender networks, organisations and communities to improve leadership, representation, accountability and advocacy at a country level;
  • Provides peer-to-peer mentoring as a form of technical support to MSM and transgender community and advocates at a country level;
  • Contribute and recommend appropriate management and technical adjustments into project workplans to ensure quality in compliance with the project or donor requirements;
  • Ensuring appropriate, timely and accurate data collection against agreed indicators for external and internal reporting of APCOM.
  • Under supervision of the Manager, establish systems for tracking process, indicators and deliverables according to agreed work plans and prepare program reports.

 

KNOWLEDGE AND SKILL REQUIREMENTS

Education:

  • Master’s degree in Social Sciences or Development, or other academic equivalent with additional work experience.

 

Professional Experience:

  • 5-7 years professional experience working in the field of public health or HIV/AIDS or Human Rights as well as in capacity building of NGOs in the Asia Pacific Region;
  • Possessing a good understanding of programme issues, preferably in programming for men who have sex with men, transgender persons, the LGBT community and other marginalized groups;
  • Proven experience in programme design including development of required policies and procedures;
  • Proven experience in implementing research projects, developing protocol and data collection tools, data collection and knowledge on ethics review;
  • Designed and implemented good advocacy plan/activities to address issues around male sexual health, social rights and punitive laws;
  • Proven experience working on HIV / Health / Development issues with UN, governments, human rights, civil society, NGO’s/CBO’s in countries in the Asia Pacific Region;
  • Experience of working in partnerships with range of multi-stakeholders, which includes health, human rights, donors, civil society organizations and academic institutions
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding sexual health and HIV issues among gay men, bisexual men and other MSM in the Region;

 

Functional /Technical Knowledge:

  • Ability to analyse and consolidate information from multiple sources and prepare background papers
  • Ability to work under pressure, with limited or adequate day-to-day support and willingness to take on different projects and tasks as need arises
  • Ability to meet deadlines with strong attention to consistency, detail and quality
  • Good English writing and communication skills
  • Should demonstrate tactfulness, personal discipline and impartiality
  • Able to work as a team, open to sharing information and excels in coordinating efforts
  • Sensitive and professional approach to sexuality and sexual health issues.
  • Ability to travel at least 20% to project sites.

 

Desirable:

  • Written and spoken proficiency in at least one other Asian language
  • Experience in using SPSS other statistical packages

 

Although not essential, APCOM encourages applicants from Asia and the Pacific to apply.  It is strongly recommended that applicants identify as one of the key affected populations for HIV (gay man, bisexual man, MSM, transgender person and/or people living with HIV) or LGBTIQ.
